Head of Office & Project Manager, fully acquainted with the UN Agencies, ECHO and the Italian Agency for Development Cooperation’s procedures. Qualification requested: • Relevant Master Degree (International Relations, Human Rights, Sociology, Middle Eastern Studies, International Cooperation etc.). • Previous proven experience in management of programs/projects in the fields of Protection and/or Education, and/or Child Protection (at least two projects fully implemented from the design to the final report (providing evidences for that), including: design and organizing needs assessments, design of monitoring tools and reporting both on the financial and narrative levels. • At least three years of experience in managing projects abroad. • Acquaintance with the Middle East context. • Perfect Command of spoken and written English (the candidate shall undergo a test). • Knowledge of Arabic is a much appreciated asset. • Ability to work in partnership with local organizations and under stress. • Ability to work in team and problem solving skills. • Good computing skills (including design of simple data base). • Holding a valid passport which enables the candidate to enter easily the country. Terms of Reference for the Position The expatriate Head of Tyre Office/Expat Project Manager will be in charge of coordinating the implementation of Terre des Hommes activities in the area. In details she/he will be in charge of: 1. Representation: • Representing TDH towards donors and the partners at the area level. • Representing TDH towards the local autorities at the area level. • Monitoring that proper visibility is in place in compliance with TDH and Donors’ guidelines.
2. Management of the working relationship with the National Partner Naba’a: • Supervise the implementation of the projects in accordance with the signed MoUs. • Report to and find solution with the Country Delegate (CD) for issues that might effect the partnership. • Follow up the implementation of the plan agreed between the partners. • Identification of new areas of intervention (new proposals), conduction of assessments and preparation of joint concept notes to be submitted to donors.
3. Management of the project he/she is in charge of: • Implementation of the projet activities in accordance with the project proposal and workplan. • Signature of agreements with the partner(s) and local authorities.
4. Reporting: • Review the financial and narrative reports prior to the submission to the Country Delegate and Desk Officer and finally to the Donor. • Supervise the reporting to the Activity info system on monthly basis. • Draf narrative reports for the intervention he/she is in charge of. • Ensure collection of documentation and data from the projects implemented in the area that could be useful to draft new proposal. • Provide updatings on TDH activities in the area to be posted on TDH It website.
5. Administration: • Supervise the implementation of activities and administrative tasks in compliance with donors and TDH procedures and manuals. • Approve the request for funds prior submission to the CD. • Coordinate with the Country Administrator/programme admnistrator for submission of financial reports to the donors according to deadlines and procedures. • Support the Office’s Administrator in preparing the Office’s budget, harmonizing the budgets under the different donors, ensuring a maximazed usage of the resources. • Partecipate into the selection commitee for procurement according to relevant amounts. • Ensure strict application and respect of the Local management manual and Annexes.
6. Coordination, Monitoring & HR: • Conducting relevant staff evaluation in order to identify needs and plan capacity building actions accordingly . • Ensure efficient coordination among the different projects in the area, harmonize the managerial approach, introduce shared tools for monitoring and reporting. • Supervise the implementation of the activities in the area in compliance with the contracts signed with the donors, the timeframe and the expected targets and results. • Implement regular field monitoring visits in order to follow up the working plans and respect of deadlines and targets. • Partecipate in the recruitment process of key project staff in accordance with TdH recruitment guidelines . • Prepare by-weekly wokplans at the Office Level and follow up. • Authorize vacations for the local staff. • Provide solutions and mitigation of possible conflicts among the office’s staff. • Conducting relevant staff evaluation in order to identify needs and plan capacity building actions accordingly.
