Attention: This call is mainly for citizens of one of the following Council of Europe member states: Georgia, Greece, The Netherlands, FYROM, Serbia, Denmark, Turkey, Romania, Armenia, Bulgaria, Albania, Croatia. A few exception can be made for participants representing other Council of Europe member states. Youth Social Rights Network, supported by the European Youth Foundation of the Council of Europe, in the period of 2017,will be implementing a set of activities, also known as “ The Cinema for Social Rights -Supporting the process of improvement of social rights for young people in Europe”, so as to improve access to social rights of young people by advocating for placing the implementation of Recommendation CM/Rec(2015)3 on the agenda of different stakeholders in Council of Europe member states, and by improving structured dialogue for improvement of access to social rights for young people and implementation of Recommendation C M/Rec(2015)3(also referred to as the “Enter! Recommendation”).
“The cinema of social rights” is one of the Y-SRN’s long term programmes focused on one of our main priorities: Supporting the implementation of the Recommendation CM/Rec(2015)3 of the Committee of Ministers to member States on the access of young people from disadvantaged neighbourhoods to social rights. The Cinema for Social Rights has several elements. It started with “ENTERtainment”, an international training for improvement of youth workers’ competences to advocate for the implementation of the Recommendation CM/Rec(2015)3. During the ENTERtainment, participants were trained to develop advocacy strategies and action plans (with online, offline or combined character) for implementation of the ENTER Recommendation. Time after the ENTERtainment was focused on advocating for implementation of the ENTER Recommendation, by implementing the planned strategies. Now it is the time to move towards “The Second Base” where people who are actively involved in advocating for implementation of the ENTER Recommendation, will meet in Greece so as to support each other, evaluate what has been done so far, revise the strategy or local action plans if necessary. The story goes on as we continue with advocating and further implementation of the strategy/action plans followed with an intensive online communication and support by Y-SRN, until the time comes to “Mov(i)e on” and meet again so as to evaluate the working plan implementation and plan our future work together.

Aim and Objectives
The Second Base aims to support the implementation of local action plans and encourage longterm local networking and structured dialogue for improvement of access to social rights for young people and promoting/using the Recommendation CM/Rec(2015)3
Activity objectives are:
• To share experiences, challenges and responses to the strategy;
• To define ways for overcoming existing challenges;
• To revise the strategy and the action plans;
• To meet different stakeholders involved in the implementation of local action plans;
• To support the local networking and encourage structured dialogue for improvement of access to social rights for young people and promoting/using the Recommendation CM/Rec(2015)3;
• To support the host organization in implementing the local plans, local networking and encouraging long term local networking on improvement of access to social rights for young people and promoting/using the Recommendation CM/Rec(2015)3.
