Invitation to tender for the subcontracting of external evaluation in EU funded project


Romanian Society for Lifelong Learning is running a tender to subtract the external evaluation within the EU funded project "Dialog with EU - The voices of the European citizens". The project is co-financed by the European Commission within the "Europe for citizens" programme, Action 1, Measure 2.1.

Project duration: 1 year (1st January 2010 - 31st December 2010).

The external evaluation should reflect the progress, process and results during the project development.

Requested evaluation outcomes:
1) Evaluation plan (January 2010)
2) Interim external evaluation report of the project (June 2010)
3) Final external evaluation report of the project (December 2010)

The evaluator will be requested to attend only one project meeting of the partnership.

The tender proposal should clearly identify:

- The proposed evaluation methodology to be used in the project;

- Previous relevant experience of the person/staff that will undertake the main areas of work;

- The fee proposed for the subcontracted work and accomplishment of the 3 outcomes (evaluation plan, interim and final evaluation reports) and the basis on which the fee would be calculated.

Summary of the project

Title: Dialog with EU - The voices of the European citizens

Co-financed by the European Commission within: the "Europe for citizens" programme, Action 1, Measure 2.1.

Duration: 1 year (1st January 2010 - 31st December 2010)

The European Union and its institutions are perceived differently by European citizens.
Although the European institutions are open to dialog with its citizens, the later do not interact at this level especially due to the lack of information and encouragement in this sense.

From researches carried out in previous European projects it resulted there is willingness of citizens to know the new challenges that are at the basis of the European policies, as well as the future of the EU.

This project aims thus at empowering citizens with the necessary knowledge and civic competences to express their opinions on issues like the European integration process or the EU policies and their impact by involving them in a series of activities where they will learn what mechanisms the EU makes available for them to give their opinions (forums, opinion polls, etc.).
This will be achieved by means of 30 national seminars (6 in each of the 5 partner countries), 3 international conferences and 2 national conferences that will be organised throughout the one year duration of the project.

Citizens' discussions will take source from practical examples as otherwise they cannot take shape or become a practical reality. The project will involve ordinary citizens from different social, professional and demographic backgrounds. Special attention will be paid to individual and collective opinion building.

Main outcomes: Needs analysis report, 30 national seminars, 3 international conferences and 2 national conferences, Booklet of the project, CD of the project, conference CDs, website of the project, dissemination materials (flyers, brochures, posters).
