Org. Setting and Reporting:

This position is located at the United Nations Office on Drugs and Crime (UNODC) in Vienna, Division for Operations (DO), Integrated Programme and Oversight Branch (IPB), Programme Management Support Unit (PMSU). The Programme Officer will receive guidance from the Chief, Integrated Programme and Oversight Branch (IPB) and work under the direct supervision of the team leader for the Programme Management Support Unit (PMSU).


Responsibilities

The incumbent will be responsible for the following duties:
• Provide substantive and administrative support to the Integrated Programme and Oversight Branch (IPB) to facilitate the strategic management of programme development, to maximize efficiency and coherence of UNODC technical cooperation programmes, and to coordinate and liaise with relevant departments and field offices.
• Participate in the development and implementation of UNODC’s Integrated Programme Approach, ensuring that Regional Programmes and Integrated Country programmes are consistent with the new implementation methodology and systems.
• Act as focal point between the Division for Operations and the Office of the Executive Director with respect to reviewing documents and briefing notes for quality and timely submission to the Office of the Executive Director. This entails extensive liaison and follow-up activities.
• As required, prepare and coordinate a variety of written outputs for internal and external use, including drafting of background papers, concept notes, correspondence, briefings and PowerPoint presentations for senior management.
• Perform the substantive reviews of Grant Agreements, under the delegated authority of the Chief, IPB.
• Draft, as required, reports and presentations to donors, including progress reports, as part of overall donor relations strategy.

Education:

Advanced university degree (Master’s degree or equivalent) in public or business administration, social science, political science, law or related area. A first level university degree in similar fields in combination with qualifying experience may be accepted in lieu of the advance university degree.


Work Experience:

A minimum of five years of progressively responsible experience in administration, human resources management, public information or accounting is required. Experience in technical assistance activities and in project development and/or management is required. Experience in a United Nations field office or a Peacekeeping mission is an advantage. Work experience within the United Nations system is desirable.
