Capacity to stimulate intellectual, substantive policy-level dialogue with Government on programme development in drug control and crime prevention issues, and technical cooperation coordination; sensitivity to political issues and adaptability to local environment, hardship and security/emergency situations is desirable.

• Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed. Has highly developed communication skills (spoken, written, public speaking and presentation) including the ability to present sensitive issues/positions and prepare reports on short notice.

• Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs in line with agreed schedules, budgets and quality standards; operates in compliance with organizational rules, regulations and procedures.

• Vision: Has the ability to identify key strategic issues, opportunities and risks, and to translate them into a realistic assistance programme, inspires others to pursue the same direction; conveys enthusiasm about future possibilities.

• Managing Performance: Has the ability to appropriately delegate responsibility, establish priorities and to plan, deliver, coordinate and monitor the work of others, ability to provide motivation and assume leadership, networking and team-player roles vis-à-vis UN community, bilaterals/ multilaterals and other partners.


Education

Advanced university degree (Master's degree or equivalent) in political or social sciences, international relations, programme management, economics, law, public or business administration. A first-level university degree in similar fields in combination with qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience

A minimum of 15 years of progressive experience with excellent performance record in international technical assistance programme development with a solid experience in the area of promoting justice and the rule of law in relation to the UNODC's mandate on drug control and crime/terrorism prevention is required. A minimum of 10 years of direct, hands-on experience coordinating and leading the implementation of UN programmes and projects including field assignments and/or work experience in UNODC, United Nations agencies/funds/programmes or other relevant national/international organizations and institutions is required. Proven administrative/financial and human resources management of an office/team.


Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency/proficiency written and oral in English with proven drafting and communication skills is required. Knowledge of Arabic and/or other United Nations official languages is an asset.

Written test and competency-based interview.
