Org. Setting and Reporting

This post is located within the ESCWA Centre for Women, of the Economic and Social Commission for Western Asia (ESCWA). The Chief reports directly to the Executive Secretary of ESCWA.


Responsibilities

The Chief of the Centre for Women will be responsible for carrying out the following:
1 - Provide substantive input into the preparation of ESCWA and Centre publications and reports for presentation to intergovernmental bodies such as to the Commission on the Status of Women, the biennial sessions of the Commission and its subsidiary technical Committee on Women, regional and national expert group meetings, seminars and training workshops;
2 - Conduct research in both Arabic and English on women and gender issues, gender mainstreaming and gender analysis in the areas of political, legal, economic, social, cultural and environmental development as outlined in the approved strategic framework, work programme of the Centre and resolutions adopted by the various intergovernmental bodies;
3 - Liaise with the other Divisions, gender focal points in other regional commissions, specialized agencies and other UN organizations to ensure a better coordination and mainstreaming of gender perspective into their substantive work programmes and policies;
4 - Coordinate the ESCWA network of gender focal points to ensure that a gender perspective is mainstreamed into all activities of ESCWA and serve as a resource person in that respect. Report to governmental bodies on the implementation of the Convention on Elimination of Discrimination Against Women (CEDAW);
5 - Represent ESCWA in international, regional or national meetings and provide substantive expertise on gender issues and technical assistance to Member States;
6 - Carry out programmatic/administrative tasks necessary for the functioning of the Centre for Women, including formulation of the substantive work programme, preparing budgets, setting indicators and parameters, monitoring and evaluating performance, reporting on budget/programme performance, preparing inputs for results-based management and budgeting;
7 - Manage, guide, develop, coach and provide substantive guidance to staff under his/her supervision. Evaluate staff performance. Conduct interviews of candidates for job openings and evaluate them.

Education

Advanced University Degree (Master’s degree or equivalent), preferably in sociology, anthropology, law, economics, international relations, women and gender studies, or one of the social sciences disciplines. PhD is highly desirable. A first level university degree with a combination of relevant academic qualifications and experience in the areas mentioned or other related field may be accepted in lieu of the advanced university degree.


Work Experience

At minimum of 10 years of progressively responsible experience in women-specific and gender issues and their relevance to development at the national and regional levels, including published research in Arabic and English in the critical areas of concern for the empowerment of women; as well as experience in programme and project planning, budgeting, management, analysis and impl
