Organizational Setting

The Office of Legal Affairs (OLA) was established to provide legal services of the highest possible standard to the Secretariat and to the organs and bodies of the IAEA, as well as to Member States, regarding the implementation of the IAEA's activities. The Office reports directly to the Director General and comprises three Sections, each responsible for one of the principal fields of law handled by the IAEA: the General Legal Section, the Non-proliferation and Policy-Making Section and the Nuclear and Treaty Law Section.


Main purpose

Reporting to the Director, the Head of the General Legal Section leads a professional team that ensures that the IAEA's activities are conducted in accordance with the applicable rules and its Statute. The Section Head provides authoritative legal advice and support on a wide range of issues that arise in the IAEA's operations, including matters relating to privileges and immunities, personnel, procurement and finance. The Section Head works independently with minimal supervision.


Role

The Section Head is:
(1) a leader and manager, providing guidance and managerial support to the team, and planning resources with a view to achieving efficient and effective results;
(2) a substantive expert, leveraging knowledge and experience to assist with the IAEA's operations;
(3) a legal adviser on matters of policy, strategy, and complex cases.


Partnerships

The Section Head gains the trust of senior management, staff members in the Office of Legal Affairs and staff members throughout the IAEA by providing timely and dependable advice and guidance on all general issues within the purview of the Section.


Functions / Key Results Expected

- Lead and manage an effective team of professionals and staff, promoting internal and external collaboration, and ensuring through learning opportunities, work assignments and recruitment an effective balance of skills and resources.
- Provide advice on corporate and administrative matters relating to, inter alia, financial regulations and rules, contracts and other commercial agreements, personnel issues, and relationships with Member States and with the host country, the United Nations, cooperating institutions and other international organizations.
- Research and prepare drafts of legal opinions, studies, briefs, reports and correspondence relating to the functions, structure and activities of the IAEA, and in particular to the establishment and maintenance of a clear and transparent rule system for IAEA operations.
- Handle a wide range of multidisciplinary legal matters relating to the interpretation and application of international, public, private and administrative law. Analyse relevant international and national legal materials and prepare studies and reports thereon.
