Job Summary:

Under the supervision of the Division Chief/Deputy Division Chief, the candidate will perform a combination of strategic sourcing, commodity procurement and contract management assignments as part of the Fund's centralized procurement activity. The officer is responsible for procuring and contracting for a range of services through the Fund's competitive RFP and strategic sourcing process. Examples of services procured include, conferences services associated with the IMF/World Bank Annual Meetings, audit services, public relations services, and miscellaneous consulting services. Additionally, the Senior Procurement Officer will be assigned to manage supplier performance on operationally critical contracts as well as assist in implementing E-procurement systems.

• Strategic sourcing. Candidate will be required to lead strategic sourcing projects. A strategic sourcing project may include the following activities, supply market analysis, business requirements evaluation, sourcing strategy development, supplier workshops, RFP development, competitive bidding, bid analysis, reference checks, vendor negotiations, contracting etc.

• Commodity Procurement. Candidate will be responsible for executing commodity purchases in the Purchase Order system. Execution of these purchases may require the development of statements of work, RFPs, vendor negotiations and contracting. Procurement Officers will be required to lead discussions and working meetings with vendors and internal business customers as and when required.

• Supplier Performance Management. Candidate will be required to monitor vendor performance (e.g. compliance to service metrics, cost savings targets, supplier scorecard KPIs) as required by the contract. They may take action independently or upon request of a Fund department/office to correct supplier/contractor deficiencies or disputes. They assess damages for nonperformance, prepare formal notifications of contract non-compliance, and negotiate settlements.

• Where necessary, they will also be called upon to assist the Division Chief and Deputy Division Chief in developing and implementing new e-tools, templates and, processes.


Qualifications


Skills:

• Problem solving leadership. Candidate will be required to provide problem solving assistance, guidance to junior officers/assistants (e.g. review strategies, problem solving guidance, quality checking).
• Ability to lead meetings and drive project schedules involving multiple internal and external stakeholders.
• Ability to establish effective relations with staff at all levels and of different cultures (diplomatic, motivational, and /or negotiating skills).
• Ability to lead a team, establish team priorities, manage multiple and conflicting tasks, and work effectively under pressure.
• Facilitation and conflict management skills that enable effective working relationships
• Ability to communicate orally and in writing in ways that are compelling, convincing, and re-assuring, and to articulate complex technical ideas to non-technical stakeholders.
Experience:
• Procurement, Strategic Sourcing (supply base analysis, sourcing strategy development, RFP/RFQ/E-auctions, vendor negotiations, contracting) and Vendor Management. (e.g. relationship building, performance management, negotiations).
• Developing category strategies and conducting supplier performance management meetings specifically for the IT category.
• Proficient in Microsoft Office tools (Outlook, Word, Powerpoint, Excel). Proficient in data analysis using Excel, e.g. pivot tables, data lookups, data sorts, filers, excel mathematical formulas.


Education:

Educational development, typically acquired through the completion of an advanced university degree in business administration, materials management, logistics/distribution management, procurement/contract management, or a related field of study, supplemented by a minimum of four years of relevant work experience is required.
