OBJECTIVES OF THE PROGRAMME

The Division of Programme Management (DPM) provides general direction in the overall management of regional technical cooperation, programme development, planning and implementation with a view to facilitating the achievement of WHO objectives. The Programme Development and Operations (PDO) unit ensures the effective application of WHO programme development managerial processes in the formulation, implementation, monitoring, and evaluation of WHO's programme of cooperation with countries and areas in the Western Pacific Region. The activities in the unit include but not limited to: developing, monitoring and evaluation of strategic and programme budgets; analysis and support of country programme budget activities; use of information systems; interpretation and adaptation of policies and procedures; and overall support for the Regional Office and WHO's core presence in countries.


Description of duties:

Under the general supervision of the Administrative Officer, Programme Development and Operations (PDO), the incumbent performs the following functions:
1. Provides effective technical and managerial support to PDO in all aspects of programme budgeting, implementation, monitoring, including country support activities related to programme management;
2. Together with the PDO team, provides detailed guidance for biennial Programme Budgets operational planning based on policy guidance received from Headquarters taking into account regional policies and procedures and other decisions relating to programme budgeting in general or to specific country programmes;
3. Liaises with regional technical units, Directors, Team Leaders, Strategic Objective (SO) Facilitators, administrative staff, WHO Representatives and field staff, and staff from WHO/HQ and other WHO regions and external partners as appropriate for the purpose of facilitating the various technical processes leading to successful programme planning, implementation, monitoring and reporting;
4. Supports capacity-building in maintaining a network of Programme Management Officers and SO Facilitators at both the regional and country levels to ensure best practice in programme planning and management; develops, organizes and conducts training for staff based on programme management including the application of results-based management and logical approach to programme development;
5. Prepares PDO briefing materials and documents for the Regional Committee and as appropriate to support the Programme Committee meetings and other ad hoc meetings;
6. Implements Global Management System (GSM) policy, procedures and business rules on programme planning, management, and reporting as per instruction of PDO/DPM and provides guidance to staff on the application of programme planning and management aspects of the GSM;
7. Provides advice and guidance to other staff on PDO work procedures and processes, and recommends improvements, as appropriate;
8. Develops mechanisms that can effectively monitor the progress of WHO technical programmes and supports and coordinates technical monitoring and performance assessment activities related to WHO programmes;
9. Performs other related duties as required.


REQUIRED QUALIFICATIONS

Education

Advanced university degree in public health administration or management is essential. Training on programme planning, development, implementation, monitoring and evaluation is required. Training on accounting/public health financing is desirable.

Skills

Skills in project and programme planning, organization, coordination and management with knowledge of policies and programmes of WHO. Has very good interpersonal skills with the ability to work well with, and positively relate to people at all levels and from all backgrounds and orientations and able to acquire, analyze and communicate information and suggest appropriate action. Ability to maintain a high standard of personal conduct.

Other Skills (e.g. IT): Skills in relevant computer applications.
