The position is located in the Office of the Under-Secretary-General for Political Affairs. The Senior Officer, Strategic Communications and Public Affairs, reports to the Chief of Office and serves as a key member of the Under-Secretary-General’s team.


Responsibilities

- Within delegated authority, the Senior Strategic Communications and Public Affairs Officer will be responsible for the following duties:

- Advises the Under-Secretary-General, senior officials and DPA units on communications strategy and public messaging in support of UN initiatives in peacemaking, preventive diplomacy, electoral assistance, and other areas of responsibility.

- Assists senior officials and staff in effective media relations, including organizing and preparing for press briefings, media encounters and interviews. Accompanies sensitive diplomatic missions, as required; Coordinates training for DPA officials in media skills.

- Provides support on communications matters to Envoys, field-based political missions and their public information staff, including as required through short-term deployments. Seeks to increase awareness and appreciation for UN political and diplomatic activities in the field.

- Drafts and edits UN statements and media guidance on sensitive political and diplomatic issues. Writes and contributes to speeches, editorials, briefings and presentations by senior officials.

- Cultivates relations with media and serves as Departmental spokesperson. Monitors and analyzes media coverage. Responds to inquiries and briefs visiting delegations.

- Liaises closely with the Office of the Spokesperson for the Secretary-General and the Department of Public Information, and maintains a network of contacts with communications officials from within and outside the UN system. Represents DPA in inter-departmental communications fora.

- Spearheads DPA corporate communications activities. These include: the production of key publications; the management and development of DPA’s public website and related online and multi-media projects; public speaking and promoting the placement of DPA officials in media and public fora. Contributes to the development of an overarching vision, messages and outreach strategy in support of ongoing efforts to strengthen the UN’s capacities for peacemaking and conflict prevention.

- Works closely with DPA donor relations staff to provide supporting member states and aid entities with clear and consistent information about how voluntary funds are used to support departmental actions and accomplishments.

- Promotes synergy between DPA’s external and internal communications, including through support to the development of DPA’ intranet and multi-use content.

- Leads and directs junior public affairs staff, planning and allocating work assignments, coaching and mentoring.

LEADERSHIP: Demonstrated ability to provide leadership and take responsibility. Is proactive in developing strategies to accomplish objectives. Establishes and maintains relationships with a broad range of people to understand needs and gain support.

JUDGEMENT/DECISION-MAKING: Ability to identify key issues in a complex situation, ability to handle multiple activities, and comes to the heart of the problem quickly.
