This position is located in the Civil and Political Rights Section, Special Procedures Branch, Human Rights and Special Procedures Division of the Office of the High Commissioner for Human Rights (OHCHR) and the incumbent reports to the Chief of the Civil and Political Rights Section.


Responsibilities

• Under the general supervision of the Chief, Civil and Political Rights Section, Special Procedures Division, the Human Rights Officer will be responsible for the following duties: Assist Special Procedures mandate holders in relation to their mandate;
• Provide support to Special procedures mandate-holders in drafting reports to the Human Rights Council and Or General Assembly;
• Follow-up on implementation of decisions rendered by policy-making bodies;
• Assist Special Procedures mandate-holder(s) in fact-finding missions, including preparation of missions, drafting of mission reports and follow-up to the implementation of recommendations;
• Conduct research and analysis of human rights issues/events and assess their impact on the human rights situation with respect to assigned thematic issues;
• Write a variety of correspondence and reports, communications, briefings, statements, etc. in relation to specific human rights issues;
• Represent the United Nations human rights programme at working level meetings including with United Nations bodies and agencies, Specialized Agencies, national human rights institutions and non-governmental organizations;
• Liaise with stakeholders in relation to the specifically assigned mandate(s) including representatives of States, IGOs, UN agencies, funds and programmes, OHCHR thematic and geographic desk officers and regional offices, and other human rights conventional and extra-conventional mechanisms;
• Define work plans for the area assigned in accordance with established terms of reference; Ensure the provision of administrative support to mandate-holder(s);
• Perform other duties as required.


Competencies

• PROFESSIONALISM - Good knowledge of, and exposure to, a range of human rights issues including approaches and techniques to address sensitive political issues; Good knowledge of institutional mandates, policies and guidelines related to human rights; Good research and analytical skills; Sound judgement and negotiation skills.

• COMMUNICATION - Strong communication (spoken, written and presentation) skills, including the ability to produce a variety of written reports in a clear and concise style, deliver presentations to external audiences, and build/maintain effective partnerships.

• PLANNING AND ORGANISING - Ability to establish priorities and to plan work assignments, juggle competing demands, and work under the pressure of frequent and tight deadlines; Ability to address logistical issues in a timely and effective manner.

• TECHNOLOGICAL AWARENESS- Good computer skills, including proficiency in word processing, spreadsheets and other software packages.

• TEAMWORK - Ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.


Education

Advanced University Degree preferably in law, political science, international relations or other disciplines related to human rights. A combination of relevant academic qualifications and qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience

At least 5 years of progressively responsible work experience at the national and international levels in the human rights or related field.


Languages

Fluency in English or French. A very good knowledge of the other and knowledge of Spanish is an asset.
