Call for a Head of Policy Development and Advocacy Department

The European Youth Forum (YFJ) is an independent, democratic, youth-led platform, representing 98 National Youth Councils and International Youth Organisations from across Europe. The Youth Forum works to empower young people to participate actively in society to improve their own lives, by representing and advocating their needs and interests and those of their organisations towards the European Institutions, the Council of Europe and the United Nations.

The YFJ is recruiting a Head of Policy Development and Advocacy Department. The successful candidate will report to the Secretary General and will lead the work of a team of professionals, ensuring a coordinated policy and advocacy input in the priority areas of the European Youth Forum, outlined in its Strategic Priorities and two-year Work Plans.

TASKS:
• coordinate and supervise the work of the Policy Development and Advocacy Department, lead and support the team of Policy and Advocacy Coordinators;
• provide guidance in the development of policy documents and advocacy strategies towards the European Union, Council of Europe, United Nations, and other stakeholders;
• contribute to the preparation and running of statutory meetings, and ensure the implementation of their policy and advocacy outcomes;
• represent the European Youth Forum externally, in relevant expert groups and ad hoc meetings;
• contribute to the strategic development of the YFJ;
• support the recruitment of new team members;
• participate in the work of the management team;
• take on other responsibilities, as needed.

PROFILE OF THE IDEAL CANDIDATE:
• A university degree in political science, social science, law or other relevant field is strongly desirable but can be compensated by extensive relevant NGO and/or non-formal education experience;
• at least five years of work experience in the field of policy development and advocacy at the international level, preferably in an NGO;
• strong knowledge of the areas of concern for youth, and of the European Union, Council of Europe and United Nations' work on youth;
• strategic thinking and advocacy capacity;
• ability and experience to manage a team, including planning the team work and task delegation, objective setting and evaluation;
• capacity to multi-task, prioritise and co-ordinate several projects simultaneously, demonstrating excellent time management and organisational skills is a must;
• ability to research, collate, analyse and summarise information;
• experience with working in a multicultural environment;
• fluency in English is a must, solid knowledge of French an asset, knowledge of other languages appreciated;
• excellent oral and written communication skills;
• computer literacy, with good working knowledge of word processing, e-mail and internet applications. Open Office knowledge is appreciated;
• ability to travel and to work flexible hours and on weekends, when required;
• ability to live in Brussels or the surrounding area.

TERMS OF THE CONTRACT:
The duration of the contract is five years, with a trial period of six months. The contract is full time (35 hours per week) and the grossly monthly salary (for an M3 position according to the Collective Bargaining Agreement currently applied at the European Youth Forum) is 3.825 Euro. A relocation package, hospitalisation insurance, seniority progression, and other benefits are available. Travel expenses within the Brussels region are covered by the European Youth Forum.
