Call for expert on regional youth policy - Moldova

Terms of Reference:

Location: Home-based, with travel in Chisinau in June.
Deadline extended: April 14, 2012.
Function: Expert for elaboration of the study on youth policies in Black Sea Region .
Reference project: Strengthening cooperation in the field of youth policy in the Black Sea region.
Duration of the contract: 2,5 months.
Working language: English.

1. Context:

National Youth Council of Moldova with the support of Ministry of Youth and Sport from Republic of Moldova and the Black Sea Trust for Regional Cooperation implement during the November 2011 – September 2012 the project “Strengthening cooperation in the field of youth policy in the Black Sea region”.

The project goal is to evaluate the situation of youth policy from 9 countries from Black Sea region and transfer of experience and expertise in youth policy between organizations and public institutions in the Black Sea region for development of regional partnerships.

As a result of project, it will be developed a strategic document regarding development of youth field in the Black Sea region. This strategic document will be promote by the network created between National Youth Councils from 9 countries, to provide a platform in addressing issues related to youth and youth policies by regional cooperation.

From February 21 to 24, 2012 in Chisinau was organized a Contact Making Seminar with all Black Sea countries, the event aimed at interaction and exchange of experience between organizations / institutions working in the youth field from 9 countries and identify development needs youth in the Black Sea.

Following this activity, will be prepared a study on the situation of youth policy in the Black Sea Region. Research to be carried out from April to June 2012 and will include the regional situation of the youth from Armenia, Azerbaijan, Bulgaria, Georgia, Moldova, Romania, Russia, Turkey and Ukraine.

To elaborate this study, CNTM will undertake a regional youth policy expert. The expert must take into account that CNTM will pay only for the study fees, other costs will not be covered.


2. Objective:

To develop a study on youth policy in the Black Sea region.


3. Responsibilities:

To achieve the objective, the contractor will be responsible for:

• Elaboration of the concept and methodology of the study.
• Using at least two research methods (one qualitative and one quantitative).
• Analysis reports on individual countries, but also the regional context of youth policy.
• Presentation of preliminary version of the study at a regional conference, to be held in June in Chisinau.


4. Deliverables:

Deliverable
The concept of the study (summary, structure) and completion of research methodology. Deadline: April 25, 2012.
Develop and submit a preliminary version of the study. Deadline: May 15, 2012.
Presentation of final version of the study. Deadline: July 15, 2012.


5. Financial proposal

Contractor will develop financial bid according to the methodology proposed and the final product. CNTM will not cover other expenses such as communication and transport, than the payment for the final product. The payment will be made after the final version of the study is accepted by the CNTM. The financial offer will be presented in USD.


6. Qualifications:

Education: University or MA degree in public policy, social sciences or any other relevant field.

Experience and Skills:

• Minimum 3 years’ experience in youth policies. Work experience in a youth organization or a governmental institution from youth sector is an advantage.
• Knowledge of specific of the states from the Black Sea in youth field.
• Advanced policy and professional document drafting abilities.
• Demonstrated experience in comparative analysis, research, monitoring, assessment/evaluations in youth policy field.
• Good PC skills, ability to use the Internet.
• Fluency in English.
• Knowledge of Russian or Romanian language will be an advantage.

Personal qualities: responsibility, creativity, flexibility and punctuality.


7. Method of application and selection:

Interested persons must submit a dossier containing:

• CV.
• Proposed methodology for the study, which will include at least one qualitative and quantitative method.
• Previous studies conducted in youth policies.
• The financial offer, which will include only final product cost.

Applications will be evaluated based the following criteria:
