WHO ARE WE?

The European Civic Forum (ECF) is a transnational network that brings together over 100 associations and NGOs across 27 countries in Europe and is actively working to promote civic and popular ownership of Europe through the networking of local, regional and national civil society actors.

The European Civic Forum’s mainly aims to support the structuring of NGO sector across Europe at local, national and EU level, to fight for the institutional recognition of civil society voice and the participation of associations and NGOs in decision making process and to encourage the development of new forms of participatory democracy and the setting up of a genuine European civil dialogue.

JOB DESCRIPTION

The European project officer position is aimed at supporting ECF action in the field of network development, institutional and policy communication, research for funding and other ECF activities.


1. Network development:
• Follow-up of statutory activities;
• Research for new member organisations;
• Network communication: monitoring European policies and participating in the writing in EN and FR of the monthly newsletter for ECF member organisations;
• Writing background notes and briefings on European policies.


2. Institutional and policy communication:
• Writing articles and press releases;
• Updating the website;
• Writing communication tools (presentation kit, leaflets etc.);
• Drafting policy notes or briefings for European organisations (European Commission, European Parliament, platforms and other institutional partners);
• Taking part in institutional meetings (European Commission, European Parliament, European Economic and Social Committee).


3. Research for funding:
• Monitoring calls for proposals;
• Participating in the drawing up of applications within various calls for projects and in the drafting of final reporting documents;
• Research for new public and private partners.


4. Participating in ECF activities:
• Events (conferences, statutory meetings, public hearings etc.);
• Campaigns (European Year of Citizens 2013, campaign for the Statute of the European Association);
• Other events: fairs, open days, road shows etc.).


Post holder will join the permanent staff team based in Paris and currently composed of a coordinator and a civic service volunteer and will be reporting to the ECF coordinator. This position requires travelling across Europe from time to time, mainly in Brussels, but in some other countries as well, according to the planned activities. This position is to be made permanent.


SKILLS/EXPERIENCE:

• Very good knowledge of the functioning of the European Union and of the European strategic challenges;
• Excellent command of English and French (bilingual) both in writing and speaking (working languages);
• Good writing and analytical skills;
• Experience of working in the NGOs sector and/or European environment is highly appreciated;
• Adaptability, high level of autonomy, good organisation skills;
• Flexibility for travelling abroad;
• Ability to work within a European membership-based organisation;
• Good relationship skills and ability for meetings’ facilitation.


MAIN EMPLYMENT TERMS:

1. Location:
Post holder will work within ECF office is Paris, located 24 - 28 rue Henri Poincaré and will need to travel abroad from time to time, sometimes for several days’ journeys.


2. Duration:
Fix term contract for 12 month starting from 16th July 2012.


3. Salary:
Annual gross salary 28 K€.


4. Working hours:
Full time position: 35 hours per week (5 days), office working hours 9.30 - 17.30 (from Monday to Friday). This position requires some flexibility of working hours.
