Within the OECD Executive Directorate (EXD), Conference Security and Language Services (CSL), the Conferences and Security Division’s Safety and Assistance Service (SAP) is responsible for the registration desk (badges, parking), fire safety (fire, first aid, prevention) and general security at the Organisation’s headquarters and annexes (security of officials, buildings, VIPs and delegates).

The SAP is looking for a surveillance and intervention officer to perform on a rotating basis the tasks of site security supervisor in the Site Control Centre (SCC) and intervention officer at the various sites occupied by the OECD.

The nature of the post implies that the selected candidate will be regularly called upon to work outside office hours, on weekends and public holidays. The selected candidate will report directly to the Head of the Safety Unit.

Main Responsibilities:

Site security supervisor responsibilities:

This site security supervisor position is manned 24 hours a day, and 365 days a year. Therefore, this part of the role requires 12-hour shifts, alternately days and nights.

• Carry out overall monitoring of all OECD sites by means of existing remote surveillance, access control and intruder alarm systems.
• Using existing video systems, conduct regular remote surveillance patrols, monitor interventions on the ground and carry out checks to determine whether to take action or dismiss false alarms.
• Ensure that all access controls, intruder alarms and remote surveillance systems are operational. Adjust officer deployment arrangements in the event of a failure and rapidly report any malfunctions.
• Take immediate and appropriate action in response to security, fire safety or technical alarms.
• Monitor the arrival and departure of permanent staff or sub-contractors at headquarters and site annexes, and take the necessary steps in the event of absence to ensure continuity of service.
• Respond to emergency telephone calls at nights and during week-ends.Compile SCC statistics, keep the security logbook up to date, and draft intervention reports.
• In the absence of the officials responsible for the Fire Safety Unit, monitor the activities of SSIAP 1/SSIAP 2 officers stationed at the SCC.
• Ensure that sub-contractors are properly deployed on the field and have clear instructions on security or safety arrangements or in the event of crisis management, and ensure accomplishment of tasks.
• Actively participate in safety and security improvements at the headquarters site and annexes and in process validation and update of instructions by participating in exercises.

Intervention responsibilities:

The intervention responsibilities require 8 or 12-hour shifts.

• Respond immediately when ordered by the site security supervisor to carry out any type of intervention (security, fire safety, intruder alarms, major crisis, emergency assistance to a victim) at all OECD sites and provide appropriate report.
• Ensure the proper functioning and security of the Conference Centre by managing flows of visitors, vehicles or deliveries.
• Carry out daily surveillance patrols in all OECD buildings, check that the various security systems are fully operational and report any malfunctions noted as quickly as possible.
• In collaboration with other members of the SCC team, participate in the deployment of fire safety and security arrangements.
• Participate actively in simulation drills in order to acquire the best possible responses and reflexes in dealing with such situations.
• Manage sub-contractors’ employees, supervise their work and deployment, update instructions and monitor their training.
• As and when required, replace the site security supervisor or absent officers and provide any additional reinforcement needed during peak hours at different work stations in the Unit.

Candidate’s profile:

Academic Background:
• A good level of secondary education.
• Valid driving licence for category B vehicles.
N.B: The successful candidate will be required, in the context of an OECD training plan, to complete the training programme for and to obtain the SSIAP 1 certificate within six months of his/her appointment. If s/he fails to do so, the contract will be terminated at the end of the six-month probationary period.
