The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems.

The Global Relations Secretariat (GRS) supports the implementation of the Secretary General’s strategic orientations by co-ordinating the Organisation’s relations with partner countries and with other international organisations. It advises the Office of the Secretary-General and other OECD Directorates on how to strengthen co-operation with key partner countries, regions and organisations. GRS also serves the OECD External Relations Committee (ERC), working with members to help them reach consensus on global relations priorities and ensuring that relevant partners are effectively engaged in the Organisation’s work.

GRS is looking for two Junior Advisors to help strengthen OECD’s relations with Colombia and Costa Rica on the one hand and Latvia and Lithuania on the other. The selected candidates will work under the supervision of the Senior Advisor for Accession and Intensified Co-operation Programmes.

Main Responsibilities

Monitoring and Analysis
• Support intensified engagement of these countries in OECD activities, working closely with Directorates.
• Monitor political and economic developments and reforms in the selected countries and provide succinct information in a timely fashion as appropriate.
• Prepare documentation (e.g., state of play, snapshots of co-operation, country notes) describing OECD’s cooperation with the selected countries.
• Draft and edit reports for the ERC, OECD Council and other relevant bodies regarding OECD co-operation with the selected countries.
Liaison and Coordination
• Coordinate seminars and meetings with key government officials.
• Liaise with counterparts in Paris and capitals of the relevant countries.
• Prepare the visits of the Secretary General, Deputies Secretary-General and other senior officials to the selected countries. This includes coordinating the preparation of speeches and interviews and collecting relevant background material from Directorates for the briefing book, and monitoring to ensure follow-up actions are delivered.
• Liaise with Secretariat staff working with selected countries.
• Organise visits of officials from the selected countries to OECD meetings, track and report to management on participation, interventions and points of interest requiring follow-up.

Ideal candidate’s profile

Academic Background
• A university degree in international relations, economics, political science, international law or public policy/administration.

Professional Background
• A minimum of two years of relevant experience with an international organisation or national administration.
• Knowledge of one or more of the countries covered; experience of working in/with these countries would be a definite advantage.
• Familiarity with the OECD's work environment, priorities, rules and procedures would be an advantage.

Languages
• An excellent command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other language.
• Knowledge of another language used in the countries would be an advantage.

Contract Duration
13 months fixed term appointment with the possibility of renewal.

What the OECD offers
Monthly base salary starting from 4 256 EUR exempt of French income tax, plus allowances based on eligibility.

The appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant. Short-listed candidates will be invited to a written test.
