The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems.

The Office of the Secretary-General (OSG) supports the Secretary-General in implementing his strategic vision for the Organisation. Led by the OECD Chief of Staff and G20 Sherpa, OSG works to add relevance and impact to the core products of the Organisation; to ensure that it remains on the cutting edge of policy analysis; to foster horizontality among the different parts of the Organization and ensure coherence and whole-of-government perspectives; to deliver the timely and targeted policy advice its Members and stakeholders need; and to supervise, in coordination with the Deputy Secretaries General, the work of the Organization. This translates into a very dense agenda encompassing more than 150 meetings a year at OECD headquarters and more than 52 visits abroad by the Secretary-General, with an average of 400 e-mails processed each day and over 20,000 pages of briefing notes prepared annually.

OSG is looking for a Deputy Office Manager who will work under the supervision of the Office Manager to assist the Chief and Deputy Chief of Staff in supporting the Secretary-General to deliver the strategic agenda. The role will include optimising and re-engineering current information flows and processes in OSG.


Main Responsibilities

Executive Assistance

• Supervise, with the Office Manager, the identification and assembling of relevant documentation as background for the Secretary-General’s decisions and meetings ensuring that their content is complete, coherent and strategic.
• Supervise, with the Office Manager, the workflow for incoming correspondence to the Office of the Secretary-General through the Transmission Notes System, including the tracking and preparation of responses for invitations and correspondence addressed to the Secretary-General.
• Carry out corporate processes related to contracts and audit memoranda.
• Keep abreast of developments within OECD and the global political and economic agenda.

Workflow Management and Process Engineering
• Analyse internal information flows with a view to achieving efficiency gains through their optimization and re-engineering.
• Implement and monitor the roll-out of re-engineered processes and tools.
• Optimise the use of information technology in support of work processes and information flows.
• Develop a Scoreboard to track main issues in the Organisation
• Undertake other related tasks as required.

Ideal Candidate’s profile

Academic Background
• An advanced university degree in business management. A university degree in international relations, political science, economics or a related discipline would be an advantage.

Professional Background
• At least three year’s experience of process re-engineering and change management in an international organisation, national administration or private sector.
• Experience in interacting with high level stakeholders.
• Experience in identifying and understanding the relevant policy aspects of international economic issues.

Tools
• Excellent knowledge of the standard Microsoft Office Suite.
• Demonstrated ability to learn and use business information systems.

Languages
• An excellent written and oral command of the two official languages of the OECD (English and French).
• Knowledge of other languages would be an asset.

Contract Duration
2 year fixed term, with the possibility of renewal.

What the OECD offers
Monthly base salary starting from 5 439 EUR exempt of French income tax, plus allowances based on eligibility.

NB: The appointment may be made at a lower grade if the qualifications and professional experience of the selected applicant correspond to that grade; in this case, the duties and responsibilities assigned will be adjusted accordingly.
