Description
The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems.

The Office of the Secretary-General (OSG) supports the Secretary-General in implementing his strategic vision for the Organisation. Led by the OECD Chief of Staff and G20 Sherpa, and the Deputy Chief of Staff, OSG works to add relevance and impact to the core products of the Organisation: to ensure that it remains on the cutting edge of policy analysis; to foster horizontality among the different parts of the Organization and ensure coherence and whole-of-government perspectives; to deliver the timely and targeted policy advice its Members and stakeholders need; and to supervise, in coordination with the Deputy Secretaries General, the work of the Organization. This translates into a very dense agenda encompassing more than 150 meetings a year at OECD headquarters and more than 52 visits abroad by the Secretary-General, with an average of 400 e-mails processed each day and over 20,000 pages of briefing notes prepared annually.

OSG is looking for an Advisor to assist the Chief of Staff and Deputy Chief of Staff in supporting the Secretary-General and the Deputy Secretaries-General in delivering the strategic agenda. The successful candidate will welcome the challenges of working in a vibrant, fast-paced environment, will have excellent drafting, communication and interpersonal skills, good political judgment, and an excellent knowledge and understanding of institutions such as the OECD and processes such as the G20. S/he will have very good technical and organisational skills and will be a consummate team player.

Main Responsibilities

Liaison and Co-ordination

• Assist in the preparation of the official functions of the Secretary-General with key stakeholders both in Paris and on official visits.
• In liaison with OECD Directorates, prepare detailed background briefings, talking points and speeches, ensuring that key strategic issues are covered and key strategic messages are transmitted.
• Liaise with the contact points in the country concerned to ensure optimal preparation and content of the programme for official visits. Accompany the Secretary-General on these visits as required. Prepare follow-up briefings and thank you letters as required.
• Co-ordinate and prepare replies for the Secretary-General’s incoming mail and letters.
• Assist in the preparation of all official functions of the Secretary-General related to visitors, media briefings, etc.

Substantive support
• Support the follow up of horizontal projects.
• Keep abreast of developments within OECD and the global political and economic agenda.

Meetings
• Assist in the preparation of meetings of the Council, including the annual meeting of the Council at Ministerial level, and other standing committees and relevant meetings.
• Draft documents, provide briefs, and highlight issues that require the attention of the Secretary-General, the Deputies and the Chief and Deputy Chief of Staff.

Other duties
• Participate actively in on-going processes to improve the functionality of the Office of the Secretary-General and its links with the rest of the Organisation.
• Carry out a variety of other tasks as assigned.

Ideal candidate’s profile

Academic Background
• An advanced university degree in economics or other relevant discipline
Professional Background.
• Eight to ten years experience in dealing with multilateral questions in a national administration or international organisation. Good knowledge of international economic questions, in particular the policy aspects of those questions.

Languages
• An excellent written and oral command of one of the two official languages of the OECD (English and French) and the ability to draft rapidly in that language. Very good knowledge of the other.

Contract Duration
2 year fixed term, with the possibility of renewal.
