La ONG umanitaria Intersos sta selezionando un Finance office da inserire nella sua operatività in Afghanistan. Sarà responsabile dell’amministrazione del programma paese e dei progetti in fase di implementazione. Scadenza candidature: 29 novembre 2013.


Job title: Finance Officer

Starting date:
Availability to enter on duty within two weeks.

Role, task and responsibilities
The Finance Officer is responsible for the administration and financial management of the country program and its projects. He/she ensures the correct and effective management of financial resources, in accordance with the organization’s procedures and Administrative Director’s guidelines.

Specifically he/she is responsible for:

Coordinating with relevant program and support staff on the management of issues that include but are not limited to:
• Preparing monthly, quarterly and anual expenditure plans;
• Disbursement of cash expenditures;
• Collecting of financial documentation with regards to expenditures;
• Preparing timely reports for submission to the Country Administrator;
• Ensuring compliance with regards to procurement rules and regulations;
• Reporting on Asset Management;
• Reviewing and updating internal control policies and mechanisms;
• Ensuring rigorous compliance with internal control regulations;
• Ensuring accurate financial data entry and filing;
• Preparing monthly payroll for national staff;
• Ensuring timely transfer of cash to field offices (bank / cash);
• Participating in regular monitoring visits;
• Other duties assigned by the Line Manager or designated senior staff.

Job requirements
• University degree in a Finance, Economics or Business Administration;
• At least 3 year of relevant working experience with an international NGO in developing countries;
• Ability to work with minimal supervision; ability to work under pressure and to respect often tight deadlines;
• Strong analytical, training, oral and written communication, and team-building skills;
• Ability to effectively manage a variety of internal and external relationships, including relationships with donors;
• Good knowledge of spoken and written English is required. Arabic will be considered a plus;
• Computer literate;
• Good knowledge of international donors procedures and security management.
