The staff of EASER provide services to seven Sustainable Development Sector Managers based in Beijing (for China and Mongolia), Hanoi, Bangkok (for South East Asia), Manila, Jakarta, and Sydney (for the Pacific, East Timor and Papua New Guinea) and a Social Development Sector Manager in Jakarta. The staff of EASER are expected to work on any of the countries of East Asia and Pacific and also provide cross support to other regions as needed. All country based projects and AAA is mapped to these field based managers. As a result, Washington based staff in EASER will report to the respective field based managers for tasks that they manage. Task management assignments are decided jointly by the Sector Manager, EASER, and field based Sustainable Development managers. This arrangement will change as the Bank moves to a global practice structure, the definition of which is still unclear. This change will occur on July 1, 2014.

Staff working on safeguards are expected to work closely with the EAP regional safeguards advisor who is responsible for coordinating the deployment of safeguards staff to priority projects, and also with country based safeguards coordinators who are responsible for country level coordination of safeguards assignments. This arrangement may change with the introduction of Global Practices.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 4 year term appointment.

Duties and Accountabilities:
The Senior Social Development Specialist – Safeguards, will be based in Washington DC, report to the EASER Sector Manager, be an integral part of the EASER team, and coordinate closely with the field based Sustainable Development Managers to deliver high quality projects, AAA, technical assistance and safeguards support to clients in the EAP region. Under the proposed global practice structure, the coordination will happen across global practices and the management reporting arrangements will change.

The Senior Social Development Specialist will be responsible for providing leadership in the unit on social safeguards as well as support the lending program development, strategic communications and outreach activities; and possibly task management both AAA and projects.

The Senior Social Development Specialist will be responsible for providing social safeguards support to projects, particularly those with complex social issues. Social safeguards activities and staff mentoring on safeguards are expected to take at least fifty percent of the time for this position.

Specifically, the responsibilities of this position will fall into the following categories:

1) Social safeguards:
• Provide conceptual, operational and technical leadership on social safeguards. In particular on the social aspects of environmental assessment (OP/BP 4.01), involuntary resettlement with regards both to client obligations and Bank procedures (OP/BP4.12), and for projects involving or affecting indigenous peoples (OP/BP4.10).
• Review or lead of the preparation of social safeguards instruments.
• Coordinate, supervise and monitor of social safeguards implementation on projects.
• Assist field based Sustainable Development Managers and Washington DC based Sector Manager in the review and clearance of delegated Bank operations by confirming compliance with social safeguard policies, and ensuring the quality of social safeguard documents such as Environmental and Social Assessments, Resettlement Policy Frameworks, Resettlement Action Plans and Ethnic Minority Plans.
• Prepare and review terms of reference for social assessments and other analytical tools intended to improve project design and performance.
• Advise clients on the requirements of safeguard policies and guide them on delivering quality social safeguards project documentation and supporting analysis, and enhance client capacity for effective safeguard policy development, planning, implementation and oversight.
• Represent the EASSD in regional or Bank-wide initiatives relevant to social safeguard policies and their application.

2) Policy dialogue, strategy and program development:
• Lead country level policy dialogue and technical discussions in the areas of social development on selected countries by collaborating with key Government counterparts, working with staff in other sectors, and supporting field based staff to ensure the quality, consistency and coherence of this policy advice. This will include work on developing national and local social safeguard policies and capacity.
• Prepare, in coordination with Washington and field based staff, social development inputs into the CAS, CEM and other cross-sectoral products to make sure that the social development receives the appropriate attention.
