Organizational Setting and Reporting
This position is located in the Civil and Political Rights Section, Special Procedures Branch, Human Rights and Special Procedures Division of the Office of the High Commissioner for Human Rights (OHCHR) and the incumbent reports to the Chief of the Civil and Political Rights Section.

Responsibilities
Under the general supervision of the Chief of Branch and the direct supervision of the Chief of Section, the incumbent shall carry out the following functions:
• Monitoring the situation regarding the practice of thematic phenomena world-wide through analysis of incoming information from governments, Inter-Governmental Organization (IGOs), UN agencies, funds and programmes, as well as Non-Governmental Organization (NGOs) and individuals;
• Assisting the mandate holder (Special Rapporteur) in country visits, including preparation of the visit, drafting of visit reports and follow up to the implementation of the recommendations;
• Providing support to the mandate holder in drafting of the annual reports to the Human Rights Council and General Assembly, if applicable;
• Follow up on implementation of decisions rendered by the policy-making organs;
• Preparing correspondence for the mandate holder with governments, IGOs, UN agencies, funds and programmes as well as NGOs and individuals;
• Drafting of oral presentations for the annual reports, as well as other presentations and other articles on the mandate;
• Providing substantive input into OHCHR’s policies and statements in areas relevant to the mandate;
• Liaising with OHCHR thematic and geographic desk officers and other human rights conventional and extra-conventional mechanisms;
• Liaising with representatives of governments, IGOs, UN agencies, funds and programmes as well as NGOs and individuals in connection with the mandate and representing OHCHR at working level meetings with those partners;
• Undertaking research related to the mandate;
• Providing administrative support to the mandate-holder; May provide guidance to new/junior staff;
• Perform any other duties as assigned by the Chief of Branch or Section;
• Preparing and implementing a personal work-plan: Preparing a work-plan which is coherent with the Branch work-plan and the responsibilities assigned;
• Applying standard procedures and methodologies in the implementation of the work-plan;
• Monitoring progress and reporting to the thematic desk officer/Section Chief, taking action to minimise delays;
• Seeking maximum performance from oneself and others: Identifying personal training requirements and development needs;
• Trains and provides guidance to more junior staff assigned to assist in the servicing of the thematic mandate;
• Maximising delivery from the financial resources available: Preparing expenditure requests and monitoring expenditure against budget allocation;
• Identifying and drawing to management attention potential cost overruns and under-spending.
• Perform other related duties as required.

Competencies
• PROFESSIONALISM:
Knowledge of human rights issues and ability to identify related problems in their political, ethnic, racial, gender equality and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Research and analytical skills, including ability to identify and participate in the resolution of human rights issues. Ability to identify sources for data collection, research and analyze information and draft human rights reports. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the area of assignment. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.
