Contract duration: 7 months

Assignment Objective:
The GVC is considering the appointment of a qualified Project Manager to be responsible for managing, coordinating, supervising, monitoring and reporting on the activities related to the GVC emergency projects.

Main tasks and Responsibilities
Under the general direction of the Country Rep, the PM will be required to familiarize himself/herself with all aspects of the execution of the GVC emergency Projects and particularly to manage an ECHO funded project aimed at supporting Syrian refugees with NFI distribution activities and WASH intervention.

More specifically s/he will be responsible for the following:
• Project Management: Oversee project implementation to ensure timely delivery of project activities.
• Ensure accurate and timely reporting of activities according to GVC, donor and other applicable timeframes and formats.
• Oversee all tender processes and ensure timely procurement of required project inputs and materials.
• Track the progress of activities, ensure the collecting of program indicators and provide on-time internal status reports and external donor reports.
• Participate in project evaluations and assist in the analysis of the results, assess project impact and effective use of resources.
• Provide supervision, guidance and monitoring for project staff, ensuring clarity over project plans and priorities and encouraging effective team work.
• Facilitate regular staff meetings to ensure awareness of project objectives, and opportunity for feedback.
• Provide staff coaching and technical supervision to develop ownership / responsibility for project activities.
• Manage the project budget for the assigned project and ensure all expenses are according to budget and meet GVC standards with regard to financial management, including accountability and good governance.

Communication and coordination:
Participate in coordination meetings and other EMERGENCY working groups or meetings as required, representing GVC and feeding back to the Country Representative.
Develop and maintain appropriate, regular, transparent and supportive communication structures with the selected and assigned project staffDevelop and maintain appropriate, regular, transparent and supportive communication and decision structure with GVC staff assigned to other actions;Collect information material, photos and articles documenting the activities done and keep a strong link with communication office in Italy.

Programme support:
In collaboration with Country Representative and GVC headquarter, develop new proposals, linked to GVC Country Strategy; General:
• Deliver high quality results in line with GVC strategy to do this in a way which maintains the reputation of the organization into WASH coordination and other working groups.
• Comply with GVC policies and practice with respect to code of conduct, safety, equal opportunities and other relevant policies and procedures.
• To perform other responsibilities as agreed with the line management.

Qualifications, experience and skills
Mandatory:
• Education to MSc level (or equivalent);
• Specific experience of managing ECHO projects, with at least 2 years experience;
• Minimum of 5 years project management experience in the field;
• Ability to work under pressure and ability to develop and work within a team;
• Experience of and commitment to working through systems of community participation and accountability in WASH-related and/or in general humanitarian projects context;
• Experience in working with administrative and technical local Authorities, preferably in elaborating strategic plan and common actions;
• Good knowledge of monitoring and evaluation Knowledge of institutional donors and experience of proposals;
• Good proposal writing skills including writing clear and well-argued assessment as well as excellent reporting skills;
• Excellent communication skills and ability to properly represent GVC externally;
• Strong influencing skills;
• Politically and culturally sensitive with qualities of patience, tact and diplomacy;
• Fluent in written and spoken English;
• The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

Desirable:
• Knowledge of italian and local language;
• Experience or knowledge of working and living in relevant regions/contexts;
• Experience of training and capacity building WASH staff, preferable;
• Previous experience of managing a WASH-and NFI related project.
