Work context
Cesvi deployed to DRC in 2002 to implement WASH programmes in support of displaced populations in North Kivu. Since then, Cesvi has implemented humanitarian and development programmes across WASH, Child Protection, SGBV and Livelihood Recovery sectors with the support of 18 different donors across three provinces. As of 2014, Cesvi is based out of Bunia, the humanitarian and development capital of Orientale Province with an important wash intervention founded by ECHO in Sud Irumu Territory.
Cesvi’s focus for Eastern Congo is on building community resilience to crises – through programmes that help vulnerable individuals and households recover from conflict (rehabilitate).

Job description
The collaboration will start in October 2014.
The person will respond to Desk/sec Advisor.
The main duty station will be Bunia with specific mission to the Sud Irumu territory.

Cesvi works in South Irumu in the villages of Soke, Malo, Lagabo and Komanda where the consultant is expected to be responsible for:
• Risk assessment of each area of intervention (Soke, malo, Lagabo and Komanda);
• Revision of the security plan;
• Revision of guidelines, protocols, and emergency plans;
• Support field office with specific recommendations and measures to improve the security system;
• SOP revision and eventual suggestion on new SOP;
• Identification of the major risk in the area and vulnerability for NGOs;
• Risk classification (acceptable/not acceptable);
• Indication of the risk mitigation measures (calibrated on Cesvi /base/budget/structure);
• Evaluation of incident/investigation;
• Final report of the mission with suggestion and recommendation about Cesvi activities in the area.

Essential requirements
• Extensive work experience in emergency projects as security manager in post-conflict or conflict environments;
• Good knowledge of security strategies and tools;
• Good knowledge of risk assessment methodology;
• Good communication skills, diplomatic;
• Detail oriented, strong organizational;
• Highly flexible and adaptable to different contexts and environments;
• Excellent problem-solving and analytical skills required;
• Good knowledge of North East RDC;
• Good knowledge of French is essential.

Desirable requirements
Previous experience within the region Sud Irumu in North Est DRC.
Knowledge of Italian will be considered a plus
