Call for trainers: Call for researcher/consultant for an analysis of challenges young people who are Not in Education, Employment or Training face - SALTO Inclusion

SALTO Inclusion (based at Jint vzw) is looking for someone:
1. to develop an overview and classification of terminology, concepts, causes, challenges and policy responses in Europe;
2. to search and analyse existing data, literature and research about successful and failed interventions (projects and programmes) responding to challenges young people in NEET situation face;
3. to write a publication (in English) detailing these research findings.

Project dates: December 2014 > September 2015 (involves skype prep meetings, one seminar and one expert meeting)
Deadline to apply: 11 November 2014.

1. Overview of concepts, challenges and policy responses
The first part of the study would be an overview of terminology, definitions & concepts. What being in NEET situations means, what do we talk about? Are there certain categories of NEET that need more support than others, that are easier to address than others?Make an inventory of the different issues that young people in NEET situation have to deal with. We are also looking for findings on geographical differences. What are the differences between countries? What useful groupings of countries and NEET situations can we make? Why this topic now, why is it highlighted in all important EU policy documents (Europe 2020, Youth Strategy)? Showing NEET issues from the European perspective: statistics, characteristics and policy development and responses on the European level.

2. Possible (youth work) interventions and success factors
The consultant should analyse different projects, programmes and researches – from youth work and beyond – to draw up a number of success factors. Which type of interventions tend to work (and why) and what doesn’t work. What are the lessons we can learn from that. What are the underlying principles of successful interventions?These conclusions should be based on existing researches and documentation of different projects (e.g. from Youth in Action, from the European Social Fund funded projects, employment agencies,specialised youth organisations working on NEET issues, etc). Both the researcher and SALTO Inclusion can suggest material to be considered in the research.SALTO Inclusion and the Romanian National Agency of the E+: Youth in Action programme will organise a seminar “Holistic approach to youth at risk and NEET” in Romania (19 - 23 May 2015), with different stakeholders, plus 2 day meeting with NA’s Inclusion Officers “Reaching out to youth at risk and NEET” (17-19 June 2015).
The researcher can use this seminar and Inclusion Officers Meeting to complete information, test hypotheses, discuss research findings so far. SALTO Inclusion will pay travel & subsistence costs at these meetings.

3. Write an inspirational publication with the findings
SALTO Inclusion wants to share the findings with other stakeholders in the field of youth work: policy makers, youth and social workers, funding programmes, etc. Therefore, the researcher is asked to develop a document in accessible English language (in the same style as the “Inclusion through Employability” https://www.salto-youth.net/rc/inclusion/inclusionpublications/inclusionforall/inclusionthroughemployability/ and “Urban Solutions”
https://www.salto-youth.net/rc/inclusion/inclusionpublications/inclusionforall/urbansolutions/ for example). The consultant develops the text (in accessible English), in cooperation with SALTO Inclusion, until it is ready for publication. We were thinking of 50 pages (excluding annexes). The report should be useful for SALTO Inclusion but also any other actors in the field of inclusion & youth interventions. It should include an executive summary with the key ideas of the report. SALTO Inclusion will be responsible for the final editing and proofreading (in case the researcher is not a native English speaker), and will take care of layout and printing.

What are we (not) looking for?
We are not looking for an exhaustive overview of what exists or has been tried, nor a heavy-duty scientific study; but rather an informative overview and evidence-based suggestions to inspire SALTO Inclusion’s actions (and of other stakeholders) in the field of addressing NEET challenges and increase young people’s opportunities.
Who are we (not) looking for?
The person (or team or institute) to do this review, should:
• have experience in analysing research findings and project reports, summarising and drawing conclusions based on the findings – and writing them down in accessible language (in English)
