Role, tasks and responsibilities

The Child Protection Advisor ensures the overall supervision, coordination and management of the child protection component of INTERSOS program, with a specific focus on INTERSOS capacities to respond to the urgent child protection needs in underserved and neglected areas. The Child Protection Advisor also provides technical support in developing a child-protection oriented national program and in expanding it to new sectors of intervention in coherence with the Jordan strategy. Specifically:

Programme
• Support the HoM in formulating and developing child protection strategies in Jordan and their implementation in accordance with the mandate, strategies and priorities of the Organization;
• Provide the HoM with constant and well-grounded advises on the evolving humanitarian crisis related to the conflict in Syria in general, and on child protection trends and dynamics in Jordan in particular; to suggest accordingly amendment and adjustment of the ongoing program; and support in drafting new Child Protection interventions, based on the analysis of available data, and on the identified gaps;
• Ensure the gathering and analysis of, and the reporting on gaps in child protection support, needs and concerns affecting refugees and vulnerable host communities;
• In coordination with the HoM, ensure that INTERSOS outreach capacities are strengthened, and clear methodologies for approaching, dealing and working with marginalized and underserved communities (especially those living in Informal Tented Settlements) are in place;
• Guarantee coordination and possible synergies with other relevant child protection actors and represent INTERSOS in Protection WG and its sub-WGs (CP and GBV), and in the Education WG, at national and governorate level, in other thematic fora and in front of donors, INGOs and relevant stakeholders;
• Provide guidance to the Project Managers and Field coordinators to ensure an in depth analysis of data collected through outreach exercises so to gather solid information on child protection trends, gaps in assistance and possible needs;
• Guarantee technical support, back up and training on Child Protection issues to international and national staff deployed to Jordan;
• To provide solid analysis on the possibility of expanding INTERSOS program in Jordan to the Education sector. Initial step to evaluate the possibility of consolidating informal education activities in INTERSOS program in general and in UNICEF funded project in particular; on a later stage the CP Advisor will provide analysis on the possibility of expanding the program to the formal education sector as well;
• To support the National Project Manager deployed in the mission in ensuring that methodology and practices of response are harmonized with the Child Protection and GBV SOPs developed at National level;
• Undertake regular travel to all field sites as per HoM instructions.

Project
• To support the PM in supervising and monitoring project implementation according to the PAT;
• To support the PM on the coaching and mentoring role INTERSOS plays in the ongoing project in support of its national partner;
• To support the PM in finalizing a Monitoring plan, with benchmarks as well as quality and quantitative indicators, so to guide the technical support role INTERSOS will play with its national partner;
• To support the PM in designing, analyzing, monitoring and evaluating the outreach and mobile component of the project;
• To support the PM, in managing, supervising and providing technical support and guidance to the national staff employed under the component of the project directly implemented by INTERSOS;
• To guarantee technical support, back up and training when requested on Child Protection issues to national staff employed under the project.

Job requirements
• Advanced university degree in social sciences, law, or other related field; Postgraduate degree (MA or LLM) in International Protection of Human Rights, Protection of Refugees, Protection of Vulnerable categories and/or professional experience on Protection in humanitarian crisis context an asset;
• Minimum of 4 years of relevant work experience at international levels, with NGOs, in protection/child protection/GBV; At least 2 years’ experience in working with implementing partners such as UNICEF and UNHCR;
• Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security and program management;
• Knowledge of the procedure of international donors, especially UN donors (UNICEF, UNCHR, ECHO, EC, etc);
