Human Resources Officer

Purpose of the Job:

In close collaboration with the Director of Human Resources and colleagues in the Human Resources, Programme and Finance researches, plans, develops and administers policies relating to the recruitment, management, progress and retention for INTERSOS expatriate and HQ staff.

Tasks and responsibilities:
• Works on recruiting planning meetings, creates job descriptions, and leads the creation of a recruiting and interviewing plan for each open position. Recruits staff, including checking application forms, shortlisting, interviewing and selecting candidates.
• Develops a pool of qualified candidates in advance of need, to improve the INTERSOS expatriates’ roster.
• Researches and recommends new sources for recruitment, actively seeks new and cultivates existing relationships with external contacts on HR trends and issues.
• Manages filing systems and archives, making improvements and ensuring privacy of personnel records.
• Provides regular reports on recruitment and selection activities.
• Centralizes and updates specific administrative procedures.
• Collaborates with the Director of HR on the creation and implementation of an Annual Plan for HR goals and objectives.
• Participates actively in the design and development of policies and coordination of human resources activities such as employment, career plan, compensation, employee relations, benefits, and training.
• Schedules briefings and debriefings between field workers and office staff.
• Hires, manages and evaluates office volunteers and interns; Coordinates tutoring/placement plans through the improvement of the network with Universities, Associations and Institutional Partners.
• Attends regularly scheduled staff meetings and Programme Updates and several annual office-wide debates to participate in information sharing across all departments.
• Participates in cross-departmental teams and committees as needed, specifically to represent the needs of the HR department.

Job requirements:
• Minimum 5 years relevant work experience plus a university degree, in HR or related field, or equivalent combination of training and experience.
• Experience working for a non-profit or NGO preferred.
• Field experience is a strong plus.
• Identification with INTERSOS values and principles.
• Mature, polite and analytical.
• Excellent communication and strong interpersonal skills.
• Empathy and enthusiasm.
• Excellent team working skills.
• High sense of responsibility.
• Proven ability to deal with multiple tasks and in demanding working conditions that often have short deadlines.
• Ability for analytical and creative thinking for rapid solutions.
• Ability to produce high quality outputs with desirable results.
• Excellent English and French.
• IT advanced knowledge (Office package, Data Base system).

Starting date: December 2014

Duty station: Roma
