ROLE, TASK AND RESPONSIBILITIES

The Protection Officer is in charge of the implementation and the supervision of the protection activities of the project ensuring quality and timely planning, implementation and monitoring/evaluation of INTERSOS legal protection and protection monitoring activities in compliance with Sphere standards, Global protection cluster & UNHCR standards & tools for protection and protection mainstreaming, INTERSOS’ model, code of conduct and ethical values chart.
Specifically s/he will be responsible:
• Creation of a legal desk on the existing community centers;
• Provision of basic legal assistance: community sensitization sessions on key protection/legal issues and individual assistances providing information on legal status determination and documentation, in addition to rights and duties and through mediation support (non-juridical mechanisms). Referral to If mediation is not effective, referral to Lebanese judicial system;
• Ensure continuous assessment of the protection needs/gaps of the target populations in the Bekaa through groups sessions (FGD) and visits at households and individual level;
• To process the findings of the protection monitoring into an analysis and inform/develop a relevant response strategy for protection, community services and social cohesion;
• To refer internally or externally for case management high risks needs or vulnerabilities;
• Undertake weekly field visits during the different stages of the project cycle to provide technical guidance and supervision and to monitor the progress and quality of the different project activities;
• Coordinate and supervise INTERSOS Zahla Information Management Unit (IMU) for data collection on protection, community services and social cohesion activities in the Bekaa; continuous/fast verification of data quality collected and received from field staff and processed by IMU;
• Capacity building and regular coaching of the legal and protection monitoring teams;
• Prepare monthly reports according to INTERSOS and donor requirements;
• Proactively participate in protection, specifically legal protection sector as well as relevant inter-sectorial coordination meeting at national, regional and district level.

JOB REQUIREMENTS
• Advanced university degree in social sciences, law, or other related field;
• Minimum of 3 years of relevant work experience at international levels, with NGOs, in legal protection and protection monitoring;
• Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security and program management;
• National staff training skills;
• Experience with UNHCR protection project;
• Good communication skills, both written and oral;
• Confidently able to deal with authorities and donors and with strong networking capacities;
• Flexibility, capacity of managing stress, good diplomatic skills;
• Ability to integrate and work well within multiethnic and multicultural;
• Ability to prepare concept papers and project proposals in accordance with the standards required by INTERSOS and donors;
• Fluent English; Arabic is an asset;
• Previous experience in working in Middle East and specifically in Lebanon is an asset.
