Work context
CESVI deployed to DRC in 2002 to implement different programs in support of displaced populations in the east region and other program in Kinshasa focused on health and child protection. As of 2015, CESVI is based in Bunia and in Kinshasa with office representation and program activities.
In September2014 CESVI started a new intervention in Kinshasa for the contribution to the rationalization and definition of an efficient policy for the prevention of cancer in collaboration with the University of Kinshasa and the Belgian cooperation. In march it is supposed to start the second phase of this action that envisage a screening program in different site all along the city of Kinshasa.

Job description
Under the supervision of the Desk Officer, he/she will be responsible to implement, coordinate and monitor the second phase of the cancer screening program “women profile” in Kinshasa. With the collaboration of Kinshasa University, CESVI wants to promote the screening program in four different health centers organizing the network between them and Kinshasa general hospital.

More precisely, she/he will be in charge to:
• Ensure the communication & coordination with the local authorities, partners, organizations involved in the program;
• Build capacity of the national team: promote technical training with the Italian team and implementation of the activities and project cycle management. Provide support to the national team by supervising regularly the health centers;
• Ensure program coordination, identify new donors for the second phase of the project and manage the relationships with the different stakeholders;
• Coordinate the management of the health center and establish a communication system for the data collection;
• Ensure the timely production of monthly and technical reports from the field; provide feedback on quality and quantity aspects of the activities;
• Follow up the activities, analyses and evaluate the programs; conduct field visits. Elaborate the monitoring tools;
• Adapt the project’s objectives/results/activities/methodology if relevant;
• Ensure good coordination and representation towards partners;
• Ensuring that the Organization’s procedures and regulations are accomplished;
• Representing the medical activity of CESVI to donors, partners and consortia.

Job profile
The ideal candidate is a Medical Doctor with proven experience in health management and cancer screening program. S(He) shall have previous work experience in post conflict contexts, excellent negotiations and team working capacities both with local and international partners and shall combine clinical knowledge and coordination skills. Previous working experience in health project in DRC is an asset and knowledge of RDC System and context would be highly appreciated.

Essential requirements
• Degree in Medicine;
• Master degree or other post graduate training in Management of Health System, Public Health or any other relevant topic;
• Knowledge and management in cancer screening programs;
• Experience in data collection and database management;
• At least 5 years of relevant work experience in the implementation of health projects in developing countries;
• Competency and proven experience in standard methodologies for situational analysis and needs assessment; Good technical skills for the monitoring of developing projects (including logical framework and M&E tools);
• Good communication and interpersonal skills;
• Demonstrated ability to work in a multi-disciplinary team;
• Demonstrated capacity to organize the work and to be focused on the achievement of expected results;
• Willingness to work under pressure and long hours, if required;
• Proficiency in Microsoft Office;
• Fluency of both written and spoken French.

Desirable requirements
• Fluency in Italian would be an asset;
• Good knowledge of the RDC context, in particular related to maternal child health sector, would be an asset;
• Good knowledge and previous experiences with international donors funded programs would be an asset;
• Past experience in an NGO will be a strong advantage.
