•Desk Officer

LOCATION Bergamo, Italy

WORK CONTEXT

Cesvi Project Department is composed of Desk Officers responsible for the management of different geographical areas where Cesvi operates. Activities range from the detection of needs in developing countries to feasibility studies for new possible interventions, from the management of on-going projects to the management of humanitarian emergencies.

Job description
The collaboration will start in June/July.
The duty station will be Bergamo (Italy)
The person will respond to the Head of the Project Department.

Main tasks:
• Definition, implementation and evaluation of strategies for the assigned geographical area (according to Project Department overall policy);
• Identification of needs in order to draw up, present and promote new projects (in accordance with donors’ required deadlines and procedures);
• Follow-up of the entire cycle of preliminary investigation on presented projects;
• Definition of expatriates’ recruiting, training and employment in coordination with the HR Dept;
• Management of the expatriates’ team and provision of operational support;
• Monitoring of projects implementation;
• Monitoring of compliance with donors’ and HQs’ administration procedures;
• Overall supervision of project budgets in collaboration with Country Coordinators and/or Project Managers;
• Management of relationships with donors, projects’ beneficiaries and local delegations in coordination with expatriate staff;
• Upon approval from the Head of the Project Department, organizes monitoring missions in his/her geographical area of competence and/or in new countries for feasibility studies;
• Is responsible for the application of all security measures – elaborated by Cesvi Security Managers in the countries and reviewed by HQS Security Advisor -in his/her countries of competence.

Essential Competencies
• HQs working experience in Italy in a similar position;
• 5 years’ experience in humanitarian programme coordination;
• Knowledge of main national and international donors’ rules and procedures (Italian MFA, UE, UN);
• Elaboration and management of project budget;
• Reporting skills (according to donor rules and procedures);
• Ability to work with the other sectors of the Organization: administration, fund raising and communication depts;
• Good capability in dealing with public and/or private Institutions;
• Pro-active in identifying new donors;
• Perfect knowledge of Italian (working language in the Organization);
• Perfect knowledge of English (written and spoken);
• Computer literate (word, excel, power point, outlook and internet).

Desirable Competencies
Project writing skills
Overseas and/or HQ experience in emergency and development projects management, preferably in Asia and South East Asia
Knowledge of French

Country Representative Myanmar

LOCATION Yangon, Myanmar

WORK CONTEXT

Main focus of Cesvi interventions in Myanmar is Community Empowerment with integrated actions on Health, Livelihood, Wash and Environment. Cesvi volume of activities and operational capacity in Myanmar have been increasing in the last years, now reaching around 500.000 beneficiaries with a team of more than 400 staff. Cesvi is currently working in two States (Northern Shan and Kachin) and four Regions (Magway, Sagaing, Mandalay and Yangon) with a total of 23 Townships and more than 1.000 villages covered. Cesvi is operating from a main Country Office in Yangon, 2 Area Offices and Field Offices in almost every Township.
The Country Office is structured in several Units (Program, Admin/HR, Logistics and M&E). The Country Representative has to coordinate effectively and efficiently the key staff in order to increase Cesvi presence within the country. Main tasks will be: implement Cesvi strategy (under the guidance of the HQ), support and coordinate the project acquisition process (grants/tender and direct negotiations), maintain and reinforce the relations with partners, donors, Authorities and stakeholders.

Job description
The collaboration will start by the end of August 2015.
The main duty station will be the Country Office in Yangon, with regular field visits for all programs, and if requested by the HQ missions within the region.
The Country Representative will work under the direct supervision of Cesvi HQs Desk Officer.
