Emergency Coordinator – Yemen

1. Terms of reference

Job title: Emergency Coordinator
Location: Sana’a / Aden (Yemen) – Amman (Jordan)
Reporting to: Regional Director
Starting date: May 2015

2. General context of the mission
INTERSOS has been working in Yemen since the beginning of 2008, focusing on protection, WASH and livelihood for refugees, asylum seekers and migrants from the horn of Africa and responding to the instability in country providing support to IDPs and local communities.
INTERSOS is based in Sana’a, Aden, Kharaz camp (Laji governorate).
Recent conflict in Yemen has escalated significantly since 23 March, when clashes between Houthi fighters and other parties intensified, mainly in the southern regions. On March 26, airstrikes were initiated to hit Houthi targets, spreading from Sana’a and Sa’ada to 15 out of 22 governorates.
According to the World Health Organisation, 643 people have been killed between 19 March and 5 April, and 2,226 people were injured. UNICEF estimates that at least 77 children have been killed and 44 maimed since 26 March. As of 3 April, local partner reports estimated that at least 100,000 people had been displaced by the recent conflict. These figures have not been independently verified. Since then, significant additional displacement has been reported.
Civilian infrastructure has been damaged and disrupted as a result of the fighting: five hospitals in Sana’a, Al Dhale’e and Aden have been hit, 15 schools and educational institutions in Aden, Al-Dhale’e, and Sana’a, the three main national airports (Sana’a, Aden and Hudaydah), at least two bridges, two factories and four mosques in Al Dhale’e. In addition, civilians’ private homes are being directly affected by airstrikes and armed clashes.
The current escalation is unfolding in a situation characterized by long-term vulnerability and food insecurity throughout the country, now aggravating existing vulnerabilities and putting larger parts of the population at risk. National capacity to respond is extremely limited.
Relief efforts on behalf of the international community are ongoing, strained by a lack of access into and within the country due to insecurity and shortages of fuel.
In consideration of the current humanitarian crisis in the country, INTERSOS considers as a priority to expand its intervention in order to include new vulnerable categories, mainly those affected by the instability in different sectors, from health to WASH, nutrition and so on.

3. Tasks and responsibilities
Functions:
The Emergency Coordinator collaborates with the Regional Director and the Head of Mission by ensuring the coordination and follow up of the emergency Yemen programme. In particular he/she will be responsible for overall management, oversight, leadership and strategic direction of the emergency portfolio made up of all the emergency response projects. He/She will be engaged in proposal development. Through close coordination with the head of mission and project managers he/she ensures that the ongoing project interventions are properly implemented.

4. Responsibilities and Tasks

Assessment, Programme Design and Planning

In association with the Regional Director and the HoM, ensure in depth emergency assessments (with focus on INTERSOS’s core sectors, protection, Education and WASH) are executed.
Coordinate the development of all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy.
Assist and advise the Regional Director and HoM with securing donor funding for emergency projects
Oversee project design and proposal preparations for institutional and public funding and ensure linkage with ongoing program through the HoM

Emergency Project Management and Implementation
Maintain ongoing surveillance of the developing humanitarian emergency situation and adjust activities accordingly
Oversee and establish partnership in order to ensure proper implementation and monitoring of activities by partners.
Ensure adequate monitoring, reporting and acquittal of emergency response activities in accordance with INTERSOS International’s humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures.
Ensure that different sectorial activities are implemented in a coordinated and integrated manner in close relationship with local partners.
