Consultant for final evaluation in Tanzania

Open position: Consultant for the final evaluation of the eu funded project “Improving Water and Sanitation access and Hygiene standards to achieve the MDGs in Arusha Region, Tanzania”.
Location: Arusha Region, Tanzania.
Starting period foreseen: July 2015 (last 2 weeks).
Duration: 14 days in the field + reporting.

Purpose of the evaluation: Istituto Oikos began to work in the water sector in Arusha and Meru district in 2006, implementing small and medium scale water distribution schemes in rural areas of the Oldonyosambu and Ngarenanuki Wards. In 2011 the area of intervention was extended to the Leguruki and Kingori Wards. This evaluation will be a lesson learning analysis and best practice identification focusing in community management of the water resource. The emphasis will be given to understand what has and what has not worked as a guide for replicating the intervention in similar context. In addition, a broader scope of the evaluation will also be to constitute an advocacy tool for Oikos governmental partners on means and methods to assure services’ quality and long term sustainability.

Description of the project:
The project is articulated in three main components:
• access to water;
• access to sanitation facilities and improvement of health and hygiene conditions;
• improvement of technical and management capacities of local stakeholders, which correspond to the following results:
1. The Malemeu Leguruki-Kingori water pipeline distribution system, serving 14 villages, is rehabilitated and improved.
2. Hygiene and sanitation good practices and facilities are diffused and implemented.
3. The MAKILENGA Water Board is the legal owner of the MAKILENGA Water System and is able to manage the distribution system.

With reference to the above mentioned results, the main outputs of the action are the following:
1. A foreseen amount of 170,000 m of pipes will be lined, 570 m3 of storage facilities will be rehabilitated or constructed, a minimum of 178 Distribution Points will be constructed, in 2015 around 50,450 persons will have access to a minimum of 25 l/d of safe drinking water.
2. Around 8,500 adults and 11,100 students will directly participate to activities regarding health, hygiene and sanitation promotion. Spreading the messages, 45,000 person will have indirectly access to these information.
3. Members of VWCs, MAKILENGA Water Board, and MAKILENGA employed staff will be trained and capacitated on sustainable water scheme management.
In November –December 2013, a mid-term external review was carried out enhancing general recommendations and detailed water supply advices. Log frame and indicators were partially revised according to the outputs of the external missions.

Required competences
General professional experience:

Documented experience in Water&Sanitation and Rural Development Projects with NGOs, IMOs and GOs organizations, preferably 10 years but a minimum of 5 years.

Specific professional experience:
• Documented professional experience in Monitoring and Evaluation of W&S Projects, preferably 10 years but a minimum of 3 years;
• Experience in Eastern Africa or similar context;
• EU funded project M&E experience.

Dead line and documents required
Participation is open to all legal persons, participating either individually or in a grouping (consortium) of tenderers, which are established in a Member State of the European Union or in a ACP country. Participation is also open to international organisations.
