General context of the mission
INTERSOS has been working in Yemen since the beginning of 2008, focusing on protection, WASH and livelihood for refugees, asylum seekers and migrants from the horn of Africa and responding to the instability in country providing support to IDPs and local communities.
INTERSOS is based in Sana’a, Aden, Kharaz camp (Laji governorate).
Recent conflict in Yemen has escalated significantly since March, when clashes between Houthi fighters and other parties intensified, mainly in the southern regions. As a result, the conflict is now affecting 20 out of Yemen’s 22 governorates, has killed over 2,000 people and injured more than 7,500.
UN and NGOs surveys now indicate that over one million people have been internally displaced, while thousands of others are trapped by the fighting, unable to flee to safety. An estimated 250,000 refugees and one million migrants – mostly Somalis and Ethiopians – are currently living in precarious conditions in camps, receptions centers or poverty stricken urban areas across Yemen.
Civilian infrastructure continues to be targeted by parties to the conflict. Eleven medical facilities, including six hospitals and medical personnel have also come under attack since March, with four medics killed and six injured to date. More than ten ambulances have been commandeered by militias. A further 86 schools have been hit, and 60 schools have been occupied by armed groups. Directing attacks against civilians and civilian objects is a serious violation of international humanitarian law.
The current escalation is unfolding in a situation characterized by long-term vulnerability and food insecurity throughout the country, now aggravating existing vulnerabilities and putting larger parts of the population at risk. National capacity to respond is extremely limited.
Relief efforts on behalf of the international community are ongoing, strained by a lack of access into and within the country due to insecurity and shortages of fuel.
In consideration of the current humanitarian crisis in the country, INTERSOS considers as a priority to expand its intervention in order to include new vulnerable categories, mainly those affected by the instability in different sectors, from NFIs distribution, health to WASH, nutrition etc.

Tasks and responsibilities
The general purpose of the post is to represent INTERSOS in the country and act in accordance with specific directions from and supervision of the Regional Director in Rome.

The HoM manages and coordinates the operations and human resources in the country and is responsible to:
• Establish and maintain relations with local institutions, donors, NGOs, international agencies and other stakeholders;
• Define country priorities based on context and needs analyses. Monitor donor intervention strategies and priorities in the country and evaluate, promote and elaborate new projects;
• Establish, guarantee and monitor government recognition procedures for the organization and the host country formalities;
• Plan mission activities and check their implementation;
• Check monthly mission expenditures and guarantee accordance with the financial planning;
• Ensure the respect of INTERSOS procedures for the procurement of goods, works and services (e.g.: forwarding all tender notices and results to the head quarter for publication on the organization’s website);
• Supervise, monitor and evaluate projects’ implementation also by periodic visits to areas of operation;
• Define the mission economic and financial planning, guaranteeing self-sufficiency and consistency of expenses;
• Assume responsibility for funds management of the mission (including bank accounts);
• Approve projects’ reports and intermediate and final financial reports and assume responsibility for the presentation to donors;
• Write monthly reports on country operations for the Regional Director;
• Apply all procedures defined by INTERSOS and donors.
