Program Development Consultant

AREA/DEPARTIMENT: Africa Program Department
LOCATION: South Sudan, Juba and Maridi (Western Equatoria)
STARTING FROM: 1st of February 2016
DURATION: 5 months


Amref Health Africa in Italy will deploy a Senior Consultant who will act in close collaboration with the Amref in Italy and in Headquarter staff and will be in charge for the following:

Programme development:
• Delineate country work frame of intervention based on Amref Health Africa’s strategic priorities, previous experiences and context & needs analyses;
• Establish collaborative relations with LAs and Institutions, International Agencies, NGOs and other stakeholders;
• Monitor donors’ intervention strategies in the country;
• Design, promote and elaborate new projects;
• Ensure Amref representation in appropriate external programmatic clusters.

Programme Management:
• Supervise, monitor and evaluate the implementation of the country programs ensuring timely and quality assistance delivery, as well as cost efficiency and accountability, in compliance with Amref and donors guidelines, regulations and procedures.
• Approve and finalize the projects reports – narrative and financial – in accordance with specific donors’ guidelines.
• Write monthly reports on the country operations for the South Sudan Focal Person.
• Proactively participate in relevant coordination meetings.

Job requirements
• At least 6 years’ professional experience on the field, within international NGOs or humanitarian organizations.
• Experience working and coordinating donors including MAE, UE and knowledge of specific donor guidelines and priorities.
• Demonstrated skills and experience working within NGO finance, security and operational frameworks.
• Demonstrated knowledge and understanding of M&E procedures; formulating project proposal and report development.
• University Degree preferably post graduate degree in a relevant field of study (Finance, Social Sciences and International Development etc.).
• Proficient knowledge of English (spoken and written).
• Previous experience in working in complex location.
