Protection Coordinator – Libano
Location: based in Beirut, Lebanon, with regular visits to programme locations (Mount Lebanon, South Lebanon, Nabatiye and Bekaa) and possible missions to other INTERSOS countries of operation.
Reporting to: Head of Mission (HoM)
Starting date: as soon as possible
Ending date: 31st of December 2016 (renewable)

Tasks and responsibilities
The Protection Coordinator is responsible for the oversight of INTERSOS protection programme in Lebanon, ensuring effective and quality services provision, as well as for providing technical inputs to the protection strategy and programme development at the national, regional and global level.
General duties – Mission level
• Promoting harmonization of programme approaches and methodologies across the different implementation sites by developing and monitoring use of common tools, as well as creating opportunities for experience sharing and learning.
• Providing clear technical support, supervision, training and mentoring to the protection teams, including training needed to build specialized skills in GBV and CP case management, legal assistance, psycho-social support (PSS), protection monitoring and risk mitigation.
• Ensuring that protection staff and services adhere to GBV and CP best practices, professional standards and principles.
• Providing support tools to monitor programme implementation and quality, as well as to collect feedback from beneficiaries.
• Contributing to produce high quality donor reports and other materials as required.
• Participating in proposals design including protection components.
Capacity-building
• In coordination with Project Managers and Protection Officers, identifying individual training needs and ensuring access to training and professional development opportunities appropriate to the skill gaps and needs.
• Developing training material for different trainings to share within the protection teams.
• Developing capacity-building programmes for local actors (including partner NGOs and relevant local services providers) on GBV and CP basic principles, case management and data protection.
Case management monitoring
• Ensuring that the internal Standard Operating Procedures (SOPs) on case management are applied, and updating/revising them based on the needs.
• Preparing case audits (in collaboration with Protection Officers) to evaluate the quality of services provision.
• Advising Protection Officers and Case Workers Supervisors/Focal Points as needed (complex cases).
• GBVIMS, CP and General Protection Information Management General Protection Information Management Systems in place.
• Monitoring reporting on case management.
• Developing GBV, CP and general protection monthly and quarterly trend analysis.
Psycho-social support activities
• Monitoring the work of PSS Coordinators, through regular meetings and field visits to ensure common approaches and programmes.
• Monitoring the roll out of the internal PSS toolkits in collaboration with PSS Coordinators.
• Developing and revising awareness-raising guidelines.
GBV and CP mainstreaming
• Ensuring GBV and CP mainstreaming in each new project and programme proposal.
• Briefing Project and Programme Managers about main GBV and CP issues, and updating them on a regular basis.
External and internal coordination
• Establishing and maintaining collaborative relations with relevant donor officers, local authorities, partners, project stakeholders and other organizations working in the project areas.
• Representing INTERSOS in the national GBV, CPiE and Protection coordination fora.
• Organizing the internal protection meetings on a monthly basis.
Required profile/experience
• Advanced university degree in political science, international relations, social studies or similar area (a first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree).
• At least five years of professional experience in a multicultural environment, in the humanitarian-recovery-development space.
• Previous international experience is required.
Professional competencies:
• In-depth understanding and knowledge of protection interventions, including GBV and CPiE response programmes.
• Ability to set high standards for quality of work.
