Regional Emergency Coordinator

Closing Date: 09/02/2016
Duty Station: Lebanon (with frequent trips on field, in Jordan and Syria)
Period: 12 months
Starting Date: 1st of March 2016

Main objective:

The Emergency Coordinator will guide the emergency intervention strategy in Lebanon, Jordan and Syria, providing direct technical and strategical guidance to Regional Manager, Country Representatives and Program Managers on the ground and direct support to the emergency response through active coordination with the clusters, partner agencies, and existing AVSI programs. He/she will be responsible for humanitarian assessments and proposal development for all emergency program.

Reporting to: Regional manager.

Specific duties:
• To be responsible for the Emergency activities related to the AVSI Syria Regional Response Program.
• Supervise all emergency projects and programs.
• Ensure regular update about humanitarian situation and write ad hoc reports.
• Participate to the Inter Agency Meetings and any other relevant coordination group.
• Keep good relationships with all relevant stakeholders like MEHE (Ministry of Education and Higher Education), MoSA (Ministry of Social Affairs), MoPH (Ministry of Public Health) Local Authorities, NGOs and relevant donors like UNICEF, UNDP, ECHO, OCHA, Italian Ministry of Foreign Affairs etc.
• Train staff in accurate analysis and reporting activities and procedures; ensure accurate assessment methodologies are in place.
• Provide direction and mentoring to the AVSI emergency team in the development of plans and implementation of activities for each of the specific sector components
Contribute directly and autonomously in the design of future new project(s) in collaboration with the sector Program Managers.
• Work in close collaboration with Emergency Team and Admin officers.
• Communicate effectively AVSI’s identity, mission, vision values and its approach in order to work in ways that are contextually appropriate and clear.
• Any other duties relating to the nature of the job as directed by the Regional Manager.

Essential Requirement

Candidat profile:

• Preferable academic studies in Economy, Health, Development, Social Sciences; a Master on Humanitarian Studies an asset.
• Previous working experience on Humanitarian Coordination (minimum 3 years) or managing complex emergency programs.
• Good knowledges of Minimum Humanitarian Standards (SPHERE).
• Excellent knowledges of Ms. Excel/Access.
• Fluent in English and French (arabic an asset).

Knowledge and skills
• Strong critical and analytical thinking skills.
• Strong facilitation skills.
• Able to work under pressure.
• Strong communication skills and cross cultural sensitivity.
• Computer literate in Microsoft Office Package.
• Willingness to travel within the country and in the region.
