Terre des Hommes Italia (TDH It) assists more than 1 million children and their families and communities with88 projects in 20 countries. In Palestine, Terre des Hommes Italia operates since 2000 with emergency and mid term interventions supporting the fulfilment of the right to education, protection and health care of the most vulnerable communities living under occupation in East Jerusalem, the West Bank and Gaza. Focus of TdH It interventions are children. The fulfilment of their rights implies the involvment of their families and their communities at large.
Since 2012 Terre des Hommes is implementing a series of Educational projects within an inclusive perspective in East Jerusalem, in strict collaboration with the Palestinian Ministry of Education and Higher Education- Jerusalem Directorate. Inclusion is seen as the strategy to provide quality education to all Palestinian children.
Within this context Terre des Hommes is looking for a Project Manager for the third phase of its Inclusive Education three year intervention to be implemented in partnership with Al Quds University.
The position is based in East Jerusalem. Candidates should be able to reside in Jerusalem and/or to commute freely and on daily basis from their residence to East Jerusalem.

Tasks and Responsibilities of the Project Manager:

Representation:

• To Represent Terre des Hommes in the working relationship with the partner, and the organizations involved in the project as associates. Representation with the Palestinian Ministry of Education – Jerusalem Directorate of Education will be coordinated with Terre des Hommes Italia Acting Delegate and TdH It Educational Expert.
• To establish a positive collaboration with the Palestinian Authority Institutions, namely the Ministry of Finance and Interior in order to ensure a smooth implementation of the project.

Management
The Project Manager is directly responsible towards the Organization and the Donors for the timely and quality implementation of the project and for the accuracy of the information and the reports generated by the project. As for the technical aspects of the intervention, he/she coordinates with the Education Expert who is directly responsible for the quality of the education activities.

In this capacity the PM will:
• Hold regular meetings of the Project Leading Committe with the aim of designing the project’s yearly and quarterly plans, monitoring regularly their implementation, taking the decisions needed to face any emergency or unforseen event affecting the implementation of the project.
• Select and hire the technical and administrative staff of the project in coordination with TdH Acting Delegate and TdH Educational Expert, complying rigourosely with the Donor’s and Terre des Hommes Italia Manual for the management of local offices and the procurement procedures.
• Train the project’s staff on the institutional documents of the organization, namely the Child Protection Policy.
• Manage the material resources of the project strictly abiding by TdH Italia and the Donors’ procedures (General conditions as per PRAG and specific conditions).
• Manage the financial resources of the project strictly abiding by TdH Italia and the Donors’ procedures. This implies: a. drafting yearly and quarterly plans of expenditures, in accordance with the work plan for the year and the approved budget of the project, in collaboration with the administrator. b. assessing it and revising it regularly in order to ensure a smooth implementation of the activities. c. regular checks of the financial documentation prepared by the administrator.

Monitoring:
• To design the project’s monitoring tools (baseline, questionnaires) in cooperation with the Educational Expert, on the basis of the Logframe agreed upon by the donors. Supervising the regular collection (and translation, if needed) of the project’s sources of verification.
• To draft the Narrative reports requested by the donors in time and in accordance with the schedule stated in the contracts signed with the EU and UEFA. To cooperate with the administrator for drafting the requested financial reports.

Fund raising and visibility activities:
To participate actively to the implementation of the sponsorship programme in the area of the project and to participate to all the initiatives taken by the Delegation in order to expand the activities of the organization in the country and to improve their quality.

Security: To supervise the implementation of the security protocols adopted by the Delegation.
