Programme Manager

Duty Station: Bahrgel and Rumbek, Lakes State
Period: 9 months
Starting Date: 1st June 2016

Main objective:

• To coordinate and supervise all the activities of the project I SEE (Inclusive Socio Economic Empowerment) for marginalized girls and women financed by EU. The project aims to improve the efficiency and effectiveness of service delivery by NSA service provider in the area of sustainable income generation and to support the personal and professional development of young women and their communities through action in education, nutrition and IGAs sectors. The project will be implemented in collaboration with the project partner and the AVSI South Sudan HQ based in Juba.
• To further develop AVSI office in Rumbek, including possible new collaboration, proposals and strategy in the Lakes State area; fundraising and co-ordinating significant funding for the AVSI South Sudan programme and maintaining and building donor relationships at State level (Rumbek).

Reporting to: Country Representative.

Specific duties:
• To plan and coordinate all the project activities according to the donor rules and AVSI procedures.
• To supervise the staff, local and international, engaged in the project.
• To monitor and evaluate the project’s activities including production of the required reports.
• To work in close relation and dialogue with the partner, to improve their skill, management and performance.
• To relate with the local authorities and all the actors involved in the project.
• Responsible for AVSI office in Bahrgel including monitoring security situation in the area in closed dialogue with the CR.
• Develop and implement the existing country funding strategy (development and humanitarian) working closely with Coordination Office in Juba and Focal Point at field level.
• Develop project proposal (concept note or full proposal) and budgets to ensure successful funding from a range of donors between EU, UN and USAID.

Essential Requirement:
• Degree, preferably in Education or Social Studies;
• At least three years working experience in developing countries as JPO, PO, PM or similar;
• Proved experience as programme manager implementing development projects, especially in Sub-Saharan Africa. Previous experience in South Sudan is an added value;
• Experience in developing social or educational projects in rural areas;
• Excellent knowledge of project cycle and familiarity with UN, EU and USAID donor funding guidelines;
• Computer skills / Microsoft Office;
• Good knowledge of English language.
