Country Representative (RPE in its Italian acronym)

Location: Chipata/Lusaka, Zambia
Closing date: 9th May 2016
Contract period: Twelve months (renewable)
Starting Date: July 2016.

Position Information

• Reports to Desk Officer Zambia, CCS Italy.
• Coordinates with Programme Department – HQs, Communication and Fundraising Department – HQs, Admin Department – HQs, HR Department- HQs.
• Supervises 1 Project Coordinator
• Duty Station Chipata/ Lusaka, with frequent travels the field
• Net Salary 2.300 Euros/Month

Background
CCS Italia is an Italian NGO working in Africa (Mozambique, Zambia), and in Asia (Nepal, Cambodia). Children wellbeing, children’s learning and gender equality are the goals the Association is pursuing in these countries.
In Zambia, since 2004 CCS Italia is working in the education sector in Chipata, improving school infrastructures, the quality of teaching-learning processes and the inclusion of vulnerable children within the education process, with a special focus on girls.
Since 2014 CCS renewed its strategic partnership in the country, defined clear paths of growth and a more coherent attitude towards the development issues and their mutual relations.
The challenges that the new RPE will face are related with identifying new reliable, qualified and quality partners as well as new strategies of intervention and sources which could properly ensure their funding. Finally (s)he ideally will enable conditions for making CCS a recognized development actor in the country.
Main tasks & responsibility
The RPE has the overall responsibility of CCS mission in Zambia. (S)he is in charge of i. The development of the presence of the organization in the country, ii. the overall implementation of the projects in the country, iii. Administrative and financial issues, iv. Human resources management, v. Safety and security issues, vi. Strategic planning and project design, vii. Representation with National Authorities, donors, and various stakeholders, viii. Coordination with Programme, Communications, Admin and HR department at HQs level.

Strategic Activities
• Representing the Organization in the country, by liaising with the major governmental institutions, local authorities, donors and international agencies;
• Participating to Coordination meetings with other NGOs and International Development agencies based in Zambia;
• Consolidating CCS’s role in the country by defining annual strategies, coordinating feasibility studies, mapping funding possibilities in close coordination with the HQs;
• Writing project proposals and submitting them to the correspondent donors;
• Coordinating impact evaluations and draft of good practices and lessons learnt;
• Updating and implementing of Country procedures.

Project Implementation Activities
• Coordination of 1 ongoing project;
• Supervision of admin and finance issues as per CCS/Donors’ requirements;
Periodic narrative and financial report writing.

HR Management
• Management of expats and national staff (1staff under direct line management, 3 staff in total);
• Recruitment of project staff;
• Conduction of appraisals and capacity building plans.

Safety and Security Management
• Develops and implements effective safety and security procedures ensuring that these are updated and revised at regular intervals;
• Ensures effective and appropriate security acceptance and protection measures are introduced to all Field operations;
• Develops and maintains a security directory.

Coordination
• Coordinates with the Programme, Communications, Admin and HR department at HQs level in order to design and implement quarterly integrated plans.
• Guides to prepare communication materials (narrative reports, videos, pictures) as per requirements of the Comms Department.

Requested qualifications:
• Relevant university degree or higher education, in Social Studies, Human Rights, International Development, Gender studies;
• Strong knowledge of the main Human Rights and Gender Equality International frameworks and tools;
• At least three experience in similar (senior management ) positions;
• At least 5 years experience in Project Management, preferably in managing Human Rights and Gender equality based programmes;
• Strong administration and finance skills, accountancy included;
• Proven experience in working with Europaid and proven knowledge of its policies and procedures;
• Previous working experience in Africa.

Requested skills:
• Proven communication, interpersonal, representation, negotiation and leadership skills;
• Proven capacity of project proposals designing and report writing;
• Fluency in English;
• Good computer literacy.
