Emergency Water, Sanitation and Hygiene (WASH) Expert

Location: Lebanon, Beirut and Bekaa Valley
Duration: 8 month renewable, starting the 10th of June 2016
Deadline: 15th of May 2016

Summary of Key Functions and Responsibilities

The WASH expert will be leading the development of GVC humanitarian sectorial assistance to Syrian refugees and vulnerable Lebanese population, under the strategic supervision of the Protection Coordinator.
He or she will be providing technical assistance and supervision, day to day coordination, capacity building to national/international staff and donor compliance.
This position reports to the Protection Coordinator and line manages local resources to implement WASH and Shelter activities. The programme responds to the Syrian refugee crisis

Specific functions and tasks:
Line managed by the Protection Coordinator, the Emergency WASH Expert performs a variety of functions:
• Serve as the technical lead on all WASH and related shelter activities;
• Lead the development of project work plans, ensuring that targets are met and project outcomes are achieved;
• Lead the design, oversight and monitoring of sanitation, hygiene and site enhancement activities;
• Work closely with project staff, local government entities, and other stakeholders to design and implement targeted strategies for the improved community participation in improving hygiene and sanitation status of Syrian refugees in Lebanon;
• Train, coach and manage local technical personnel as needed for the project implementation;
• Manage and develop project related information and data, monitoring collection and analysis surveys liaising with GVC Information Manager;
• Contribute detailed and accurate written inputs to fulfill project technical and financial reporting requirements;
• Coordinate with partners, government agencies, contractors, international and local NGOs on project activities as needed;
• Serve as the primary representative of GVC WASH and Shelter activities within and outside the project;
• Collaborate with other ongoing projects and programs in Lebanon to ensure effective coordination and GVC strategy development;
• Direct management of procurement in coordination with the procurement office of GVC HQ;
• Manage the sector budget for the assigned project and ensure all expenses are according to budget and meet GVC standards with regard to financial management, including accountability and good governance, in strict collaboration with GVC administrator in Lebanon;
• Participate in relevant coordination meeting to present project activities, ensure coordination with other projects, and assure highest quality of project implementation.

Essential qualifications:
• Degree in engineer, environmental science or related water and sanitation specialization.
• Abreast of current development and best practices in Humanitarian Principles and Accountability in WASH Programming.

Essential experience:
• Minimum 3 years’ technical experience implementing WASH programming in an emergency country setting.
• Experience of and commitment to working through systems of community participation and accountability in WASH projects.
• Fluent in written and spoken English.
• Good communication and leadership skills.
• Ability to perform under stress condition.
• Capacity to autonomously work and in problems prevention/resolution.

Desirable experience
• Experience in managing ECHO funded projects.
• Previous experience in Middle East countries would be considered an asset.
• Knowledge of French and/or Arabic would be considered an asset.
• Degree or training in computer applications in water and sanitation project design and related database systems would be considered an asset.
