Work context

Cesvi opened a coordination office in Nairobi to supervise the projects in the country and to support the staff in Somalia at an institutional level.

In Kenya, Cesvi is currently working on an EU-funded development project focusing on Child Protection. The area of involvement concerns the abolishment of every form of violence towards minors in the National Justice System in 6 counties across Kenya.

In Somalia – in the regions of Hiraan, Galmudug ,and Banadir – Cesvi is involved in mother-child health emergency with activities that ensure: adequate access to primary care, fight against child malnutrition and vaccine campaigns for rural and urban populations.

Health actions are integrated with programs aimed at increasing self-support for families and resilience to shocks caused by natural or man-made disasters.

In the capital, Mogadishu, Cesvi is working on water sanitation, emergency waste disposal and child health.

Job description
The collaboration will start in June 2016.

Duty station: main office in Nairobi, Kenya with travels to Somalia projects field offices if security allows.
The Administrator will respond to the Head of Finance and Administration, based in Nairobi, and to the HQ Desk officer.
S/he will work in close collaboration with the Regional Representative and all the PMs (both local and international).

Job Purpose:
The Administrator will work under the supervision of the Head of Finance and Administration and will support her/him in managing all aspects of the finance function of Cesvi regional programme in Kenya and Somalia, in close coordination with the staff.
S/hewill support the logistic office in purchase and procedures.

Duties/responsibilities:
Main tasks:

• Accountancy of projects and preparation of all donor financial reports;
• Ensure adequate controls over cash & bank management;
• Undertake regular field visits in order to assess the financial systems in place;
• Manage the finance department activities and schedules to meet the financial reporting requirements and deadlines specified by Cesvi HQs and donors;
• Closely monitor all financial activities, and inform the staff concerned;
• Support the preparation of financial plans, forecasts, budget analysis in close collaboration with the PMs;
• Support and supervise the logistic office in procurements and purchase procedures;
• Participate in the review, monitoring and capacity building of local staff;
• Be responsible for the management of the national staff of the finance, admin and logistics department;
• Assist PMs with preparation of donor budgets to ensure compliance with donor regulations and their incorporation into the country annual operating budget & revisions;
• Be responsible of the correct archiviation and storage of documents and project assets.

Essential competencies
• Degree in Economics, Political science or at least 3 years’ post qualification experience in a finance/accounting role overseas in the NGO sector.
• Good knowledge of main donors’ administrative rules and procurement procedures (UE, ECHO, USAID, DFID, etc..).
• Strong budgeting and financial management skills.
• Accountancy skills and ability to prepare financial reports.
• Knowledge and experience in purchases and procedures.
• Ability to support, manage, train national staff.
• Skills in developing, delivering and evaluating training for staff members.
• Cross cultural awareness, sensitivity, and patience.
• Very flexible and with a positive attitude.
• Good team player and proactive attitude in problem solving.
• Willing to travel frequently in the area.
• Computer literacy, particularly in Microsoft Office programmes such as Word, Excel as well accounting packages & other database competencies.
• Excellent knowledge of English (written and spoken).

Desirable competencies
• Understanding of development issues and the organizational goals.
• Good organizational and time management skills.
• Ability to work under pressure of deadlines.
• Italian speaking.
