Country Representative

Period: 3 years
Starting Date: 01/11/2016
Main objective: He represents AVSI Foundation in DRC and is responsible for all project activities and AVSI staff, both national and expatriate, working in DRC
Reporting to: Secretary General

Specific duties:

• To define and propose the country strategies to the Board of Directors through AVSI Secretary General.
• To implement these strategies by developing activities and new project proposals in collaboration with the different departments and personnel of AVSI (Project Department, Fundraising Department, Communication Department, Knowledge Center Department, Administration Department, Focal Points).
• To contribute to the development of internal relationships among the various functions in AVSI.
• To be responsible for identifying, preparing, presenting and promoting new projects in compliance with the deadlines provided by the donors in coordination with the Project Department Coordinator.
• To verify the relevance of the actions compared to AVSI’s mission.
• To develop relationships with the Authorities of the country and with the diplomatic representation in the country, with public, private, religious and cultural institutions, including NGOs and International Agencies present and active in the country.
• To develop and to prepare collaborations and agreements with local authorities, donors and international agencies, in agreement with AVSI headquarter.
• To prepare and define with the support of the Operational Manager the economic/financial budget/s of the country/projects in collaboration and agreement with the Project Managers.
• To represent AVSI in the country, according to its mission in close collaboration with AVSI headquarters in Italy.
• To plan, coordinate and manage all activities of AVSI in the country according to the rules of “good governance” and in full compliance with local law.
• To supervise and monitor project activities in the area of competence, according to the timelines and procedures compatible with the contractual obligations and with good execution and sustainability criteria.
• To support the development of AVSI network partners, especially founders, ensuring collaboration and technical assistance from the different departments in AVSI.
• To coordinate the work of expatriate and local staff, supporting, enhancing and guiding it towards the established objectives, ensuring the involvement and growth even through management tools such as the Management Committee.
• He is responsible for all the AVSI staff working in the country, both local and international.
• He is responsible for the safety of personnel, AVSI’s goods and projects implemented in the country.
• To support and to develop any other activity assigned and discussed with the Managers of AVSI in Italy.
• In particular, the Regional Manager will ensure the implementation of the Work Plan 2016-2018 for the countries, approved every year by the Board of Directors, which is part of the job description.
• The achievement of the objectives of the plan for each country will be evaluated each year with the Secretary General and the Projects Department Coordinator and it is part of the performance evaluation.

Essential Requirement:
• Relevant post-graduate degree or minimum five years overseas experience in high-level management for an international NGO; on the ground experience with programs in complex emergency or post-conflict settings preferred.
• Strong participatory leadership and interpersonal skills; ability to motivate staff and provide strong leadership for a diverse team in a politically unstable and insecure environment.
• Strong oral and written communications skills, esp. negotiating skills; excellent computer skills.
• Excellent organizational, administrative and management skills; ability to prioritize multiple tasks and meet deadlines.
• Proven knowledge with private, EU, US government, UN and multi-lateral donors
Excellent French and good English preferred.
