Work context

Main focus of Cesvi’s interventions is Community Empowerment with integrated actions on Health, Livelihood, Wash and Environment. Cesvi’s volume of activities and operational capacity in Myanmar have been increasing in the last years, now reaching around 500.000 beneficiaries with a team of more than 240 staff. Cesvi is currently working in two States (Northern Shan and Kachin) and four Regions (Magway, Sagaing, Mandalay and Yangon) with a total of 23 Townships and more than 1.000 villages covered. Cesvi is operating from a main Country Office in Yangon, Area Offices in PyinOoLwin and Magway and Field Offices in almost every Township.
Cesvi and a consortium of Italian Stakeholders (Municipality of Turin, Ithaca and 5T) have been awarded by the EC of a grant under the “Non State Authorities and Local Authorities in Development” Program.
The project SUSTAINABLE URBAN MOBILITY PLANNING aims to: Strengthen the capacities of Local Authorities of Yangon City and promote citizen participation in urban mobility planning process as a key towards a sustainable urban environment (S.O.).

The actions has three main expected results:
1.
The capacities of Yangon’s local authorities in planning and implementing innovative and participatory solutions for a sustainable mobility are improved.
2. Complementary and synergetic technological solutions for the management and planning of the mobility are transferred to YCDC.
3. Citizens/members of urban communities are made aware of the need to participate in planning and develop responsible behaviors for sustainable private and public mobility.

Job description
• The collaboration will start in August 2016.
• The incumbent will based in Yangon.
• The OPC (Operational Project Coordinator) works in close coordination of the Head of Mission (HoM) and with other CESVI’s international and national staff in the Country.
• The direct responsible is the HQ’s Desk Officer.

The OPC will be responsible for:
• Detailed planning and coordination of all project activities in Myanmar;
• Monitoring and supervision of the project activities;
• Reporting to the donor, to the main applicant and to Cesvi;
• Sound funds management.

He/she will check and make sure the projects’ activities fulfil the scheduled objectives, especially:
a)
coordinating and monitoring the implementation of the activities,
b) organise and support the partners’ technical missions,
c) ensuring that such activities meet with the Country regulations and the donor’s requirements,
d) ensuring that the specific project’s procedures are followed: Field Manual M&E Guidelines,
e) ensuring that the Organization’s procedures and regulations are accomplished (Security Manual, Overseas Offices Administration Manual, Logistics Manual, Visibility and Communication Manual).

• S/he actively participates to Cesvi and partners coordination activities at country level with other agencies, LAs, and concerned stakeholder if necessary or requested by the Head of Mission.
• S/he has the overall responsibility of project management, planning and execution of all project components and related project activities, ensuring that objectives and expected results are fully and timely achieved as of project documentation.
• S/he produces detailed work plans, ensures project components are integrated and project activities are coordinated within the program.
• S/he produces timely financial planning and budget monitoring documents.
• S/he produces cash flow analysis and all other relevant financial and administrative documentation in close coordination with the Country Admin.
• S/he produces or supervises the production of procurement documentation in strict compliance with Cesvi and donors’ procedures, produces or supervises the production of suppliers’ contracts and other documentation such as procurement plans.
• S/he is responsible of to the efficient organization of the project office, the proper filing of hard and soft copy of documentation and the correct storing of all documents.
• S/he ensures timely delivery of project reports (narrative and financial).
• S/he produces project presentations and project briefing, and other necessary and/or required documents concerning project activities.

The OPC will be also involved in assessment and project identification both in Yangon and in other regions of the country if requested by the Head of Mission and the Desk Officer.
