Liaison Officer and portfolio manager

Duty Station: Nairobi, Kenya


Objective:

The position is part of Amref Health Africa Onlus strategy to manage and expand its project portfolio in Africa by ensuring the compliance with donors’ procedure as well increasing the institutional fundraising capacity of the African Programs Unit.
Report to: Head of African Programs Unit to whom she/he submits a written relation on a monthly basis summarizing the activities undertaken.

Functions:
• She/he is directly responsible for the administrative and financial management of the current Kenyan portfolio supported by Amref Health Africa in Italy.
• Providing advice, guidance and substantive support to the Program Unit in the maintenance/development of relations with NGOs, institutional donors, international organizations and UN agencies at Regional Level.
• Support the development of Business Development Plan in collaboration with the Head of African Programs Unit and Country Offices team providing information about donors’ trends and opportunities matching with Amref Health Africa’s Strategic Priorities.
• Contribute to the conduction of the preliminary analysis and assessments for the opening up of new programs.

Duties
For current portfolio:

• She/he will ensure that all the donor’s procedures and regulations are accomplished;
• She/he will be responsible for the procurement of equipment and supplies needed to the implementation of the project in collaboration with the country and institutional procurement committee;
• She/he must authorize all the project’s expenses before posting, as per budget provisions;
• She/he will provide technical support for local personnel with tasks concerning the project;
• She/he will regularly report to the Africa Programs Unit on the progress of the activity developing Quarterly Narrative and Financial Report and annexed documentation.

For future portfolio:
• Assuming responsibility for facilitating and strengthening partnerships between Amref and Institutional Donors, supporting contacts among donors officials (especially experts /advisors on health) and the Rome-based Program Department; contributing to the conceptualization, organization and implementation of joint partnerships with local agencies and development actors in support and expansion of funding opportunities.
• Overseeing the provision of support and assistance to the Program Unit including providing information, advice, guidance and assistance on substantive issues and on how to contribute effectively to the increase of the income from institutional donors; organizing consultations with Donors’ agencies officials; assisting in making arrangements for meetings with Donors’ agencies, representing the NGO at these meetings, reporting on them and carrying out necessary follow-up action; supervising or carrying out accreditation procedures and facilitating participation of the NGOs in various donors and stakeholders meetings and coordination system.
• Participating to field missions aiming at the development of the institutional fundraising plan of the organization contributing to the development of the agenda of the visit by identifying list of potential actors to be contacted and consulted in order to design the plan.
• Participating to relevant meetings held by Amref at HQ level developing mechanisms for coordination, integration of cross – functional teams, and information sharing and learning with the Rome based staff.
• Participating on skype to relevant coordination meeting of the Programs Unit in Rome in order to exchange information and updates with staff based in Italy and engaged in the strengthening of the institutional fundraising activities.
• Performing other functions at the request of the Director-General.

Job requirements:
• At least 4 years’ professional experience on the field, within international NGOs or humanitarian organizations.
• Experience working with and coordinating with donors including MAE, UE and knowledge of specific donor guidelines and priorities.
• Demonstrated skills and experience working within NGO finance, security and operational frameworks.
• Demonstrated knowledge and understanding of M&E MAE new procedures; formulating project proposal and report development.
• University Degree preferably post graduate degree in a relevant field of study (Finance, Social Sciences and International Development etc.).
• Proficient knowledge of English (spoken and written).
• Previous experience in working in isolated location preferably.
