Work Context

WeWorld works in Cambodia since 2009, namely in Svay Rieng; Prey Veng; Phnom Penh, Battambang; Pursat; Kampong Chnneng; Siem Riep; and Mondulkiri provinces to promote the access to quality education to every child. The program is funded by privates funds collected through a Long Distance Sponsorship Program.
The action is implemented by local partners, in particular by: KAPE; Child Right Foundation (CRF); New Humanity (NH), Pour un Sourire d’Enfants (PSE), Komar Rikrey (KMR). The action aims to support the primary education in the intervention areas improving the environment of 70 schools.

Each partner has its own intervention area:
1.
KAPE supports 24 schools in Svay Rieng and Prey Veng, and 11 in Kampong Chnnang;
2. CRF supports 24 schools in Siem Riep;
3. NH supports 7 schools in Kampong Chnnang and 4 in Mondulkiri;
4. KMR is managing a reintegration shelter for vulnerable children in Battambang (child protection project).

The action wants to improve the quality of the education to more than 30.000 children, improving the school infrastructures, training the teachers, involving the community in the school management. We world has signed a Memorandum of Understanding with the Ministry of Social Affair, and a Memorandum with the Ministry of Education. The office is based in Phnom Penh with 6 national staff.

Main responsabilities
Manage, under the Country Representative supervision and orientation, the We World Cambodia Program and M&E Department

• Planning and execute project’s monitoring and evaluation with frequent field visit.
• Update and maintains M&E Tools and manage the database of project’s monitoring.
• Revise and approve, in coordination with the Country Administrator, the project’s narrative Reports.
• Plan, manage and assign the tasks and the activities of Program Department Human Resources.
• Provide Monthly Reports on Project’s update.
• Assist the partners on the PCM, including support in the identification of the project; preparation of the Quarterly Activity Plan, Quarterly Report and Monitoring and Evaluation Tools.
• Assists the partner on the knowledge management of the projects, including organization of workshops and other events between partners working with the same targets and fields of action.

Support the Country Representative
• To define Cambodia Mid and Long Term Strategy.
• To maintain and develop relation with the main development stakeholders, including participating on meetings with NGO Networks, line Ministries, the National Committee on Child Rights and the National Committee on Antitrafficking and Violence against Woman and Children, main Donor and Cooperation Agency.
• To coordinate with the Long Distance Sponsorship (LDS) Program Department on all the issues related with partner project’s education and child rights issues, including the maintenance of LDS Database on drop out, migration and other typologies affecting children rights on education.

Qualification and experience
• University Degree or Master in Social Sciences (e.g. Political Science, Sociology, Anthropology, Development Studies, Human Rights).
• At least 5 years overseas experience of project management in International development projects.
• Civil Society Capacity building and Children Right’s oriented project’s.
• Experience in the management of the project funded by main donors (es. UE and UN).
• Previous experience in civil society capacity building, and large and complex project’s monitoring and evaluation.
• Capable of working in team and supporting the partners in all phases of the Project Cycle Management.
• Willing to work on close support to the partners central and field branches, with frequent and extended field visit missions.
• Experience in development project in Cambodia will be considered a plus ranking factor.
• Experience in human resource management.
• Italian Mother tongue, Fluency in English (the selection process will be done in the two languages).
• Proficiency in MS Office applications especially excel.

• Excellent communication skill and sensitivity in dealing with partner managers and solving critical issues;
• Very flexible, patient and with a positive attitude;
• Dynamic and willing to take initiative to complete tasks assigned;
• Problem solving skills.
