Salary range: 3.300-3.500€ gross salary

Work context

During more than 10 years of experience in Afghanistan, Cesvi managed several projects with the financial support of the Italian Ministry of Foreign Affairs, IOM, UNHCR etc in Masar-al-Sharif and Herat area, Balkh and Sar-I-Pul provinces, with main focus on IDPs and refugees. Most recently, Cesvi focused on DRR and capacity building of ANDMA. In 2011 and in 2013 Cesvi carried out 2 DRR initiatives funded by the Italian Ministry of Foreign Affairs in the districts of Injil, Karoukh and Zinda Jan, province of Herat. The project “Strengthening disaster management capacities in Herat Province” is funded by the Italian Agency for Development Cooperation in Kabul.

Purpose of the project is to increase local communities disaster response capacity by implementing:
• Mitigation activities (riverbank protection in Parwana village);
• Community-based DRR activities;
• ANDMA response capacity support activities.

The Project started on 16/06/2016 and will end on 15/01/2017.

Main activities are:
• Construction of a retaining gabion wall in Parwana village, Injil district.
• Development of Community Emergency and Rescue Team guidelines for ANDMA and establishing a network of trained CERT in 50 villages.
• Renovation works at ANDMA Herat warehouse and provision of equipment.

Job description
• The collaboration is expected to start from 01/10/2016.
• The duty station is Herat.

The PM responds to Cesvi Desk Officer in HQ
• S/he will be responsible for the overall project management, implementation of the project(s) and for overseeing administration, accounting, procurement and staffing issues related to the project;
• S/he will oversee the planning and implementation of the activities and ensure that objectives are achieved and that appropriate quality, functioning and assistance is established and maintained for setting up policies, strategies and laws to comply with international conventions and standards;
• S/he will supervise the security situation in the operational context providing regular updates to the HQ and will support the Desk Officer and Cesvi Sec. Advisor in Country Security analysis, planning and crisis management;
• S/he will provide professional leadership on security where relevant;
• S/he will provide adequate and timely technical guidance, supervision, capacity building and management support to the local partner and local staff and actors involved in the project;
• S/he will guarantee clear documentation of all project activities, through reports as required and agreed upon with Cesvi HQs and as foreseen by donor guidelines;
• S/he will guarantee proper financial management of the overall budget and proper accountability of all expenditures related to project activities, in accordance with Donors guidelines and through reports as required and agreed upon with Cesvi HQs and as foreseen by donor guidelines;
• S/he will manage liaisons with the Donor, the Italian Agency for Development Cooperation in Kabul;
• S/he will manage liaisons with local and international NGOs and IGOs, private sector, civil society associations and other counterparts relevant to the project;
• S/he will guarantee proper communication and visibility to project activities in the full respect of Donor’s guidelines and Cesvi HQ communication strategy;
• S/he will attend meetings with local and international NGOs officers, private sector and civil society representatives, whenever required;
• S/he will participate in country security coordination mechanisms: Working closely with other national and international NGOs security colleagues in the region directly or through a delegate; keeping regular contacts with Italian or European Embassies or UN Officials on security.

Required competencies
• Advanced university degree (Master degree or equivalent) in disaster risk management, development studies, social sciences, economics, urban planning or other related fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree;
• 5 years of relevant experience in the management and implementation of DRR and/or humanitarian projects;
• Relevant experience of work in emergency and high risk context;
• Previous experience with AICS-CoopITA financed actions;
• Communicative, analytical and problem solving personality;
• Dynamic and able to take independent initiative, develop and organize his/her work to meet the work programs, objectives, and deadlines;
• Flexible and with a positive attitude;
