Project Manager

Based in Pebane, with frequent missions around the Pebane and Gilé Districts in the province of Zambezia, Mozambique
Reporting to: Program Coordinator
Length of the contract: 1 year

Job description

The incumbent shall manage initiatives focusing on the improvement of livelihood conditions of communities and the reduction of the anthropic pressure in Gilé and Pebane Districts, as part of a national program in Gilé National Reserve for natural resources preservation and strengthening of economic and productive activities of rural communities.
The Project Manager will be based in Pebane, with frequent missions to the intervention zone of the project around Pebane and Gile Districts and sporadic travels to Quelimane and Maputo. The incumbent will fall within an international team (4 officers and advisors) and lead a team on duty in the field, and effectively liaise with local public institutions and all strategic partners on COSV action zone in province of Zambesia.

Project development and management
• Manage the initiatives within COSV Country Program, ensuring the coherence between planned activities and coordination arrangements as outlined in the project proposals approved;
• Coordinate COSV team on duty in the field (approximately 20 local staff, 2 international officers and some advisors);
• Support the elaboration of systems of project implementation, processes managing and administrative planning and supervision, in line with donor’s requirements;
• Provide technical assistance to COSV team, local authorities and strategic partners concerning environment and rural development matters;
• Support the implementation and strengthening of COSV Country Program elaborating project proposals.

Coordination of field activities
• Coordinate and elaborate with the local staff and the advisors the work plans, reports and budgets for all project activities;
• Ensure efficient use of available resources, supplier and partners.

Monitoring and evaluation
• Conduct timely monitoring of the project progress, ensure on-going monitoring and monthly reviews of work plans;
• Undertake reporting activities, providing guidelines and thorough support to support staff and consultants as needed.

Communications and information flow
• Coordinates with and ensures linkages and synergies among COSV projects in the Zambezia Province;
• Draft reports and review activity and financial draft reports related to the environment agenda;
• Write down briefings on achievements, synthesize best practices and lessons learnt to be shared with partners, staff, donor as well as external partners.

Requirements
• Advanced degree in natural resource management , conservation agriculture, environmental studies, development studies or other field directly related or relevant to community development;
• At least five years of professional experience in environmental cooperation initiatives in a similar position;
• Excellent knowledge of project cycle standards and processes, with a special reference to Environmental, Agricultural and Rural Development matters;
• Proven experience of direct management on the field of international cooperation initiatives;
• Good strategic capacity to identify and develop relevant opportunities and project proposals in line with the COSV Country Program;
• Proven experience in the management of initiatives funded by the Italian Agency for Development Cooperation;
• Excellent social and public representation skills, embedding analytical, problem-solving and conflict resolution approach;
• Italian native speaker; fluent in Portuguese, both oral and written;
• Previous knowledge of the Mozambique context is preferred.
