Project Manager

Duty station: Erbil, Kurdistan Region of Iraq
Type of employment: Full-time
Duration: 12 months, possible extension
Starting date: December 1st , 2016

Background:

Terre des hommes Italy (Tdh It) is one of the main child protection actors in the Kurdistan Region of Iraq. Through its work, Tdh It is benefitting vulnerable children in camps and out of camps setting.
Currently, Tdh It is looking for a person who will manage the project component of TdH It in the framework of a bigger intervention funded by BMZ which includes different partners. The project is located in 4 different urban areas in the neighbors of Erbil and it’s addressed to children and families belonging to different ethnic groups (Iraqi Arabs, Kurds, Syrian). Main project activities are: psychosocial support, informal education, vocational training, awareness campaigns and prevention of child labor, parental training and support of vulnerable families.

Requirements:
• At least 3 years of experience as project manager and at least 2 year in the field of managing child protection/psychosocial support related projects and/or education project;
• At least 2 of year experience in managing multi cultural staff including staff selection;
• Good capacity of liaising and interacting with different cultures and stakeholders (donor, local authorities, local staff, etc.);
• Good negotiation skills and cultural sensitivity;
• Capacity to adapt and to work under pressure and with close deadlines;
• Capacity to adapt to security related constraints and restrictions (such as: curfew; no-go-areas etc.);
• Ability to work in a group as team leader as well as team member;
• Good reporting skills and demonstrated previous experience with project proposal writing, using the logical framework approach and result-based-monitoring;
• Good capacity in budget planning and management;
• Autonomous in the job, but at the same time open to suggestions and recommendations from the supervisor and the colleagues;
• Previous experience in Middle East represents a strong asset;
• Fluency in English, written and spoken is mandatory; Knowledge of Kurdish and/or Arabic is a strong advantage.

Responsibilities:
• Representation and strategic planning;
• Ensure Tdh It representation in the areas of activity before local authorities, partners and other stakeholders including in coordination meetings;
• Ensure donor and organization’s visibility at field level, by applying visibility guidelines;
• Ensure that the project developed is in line with Tdh It mandate and strategy;
• Liaising with the local authorities/stakeholders in order to obtain the needed permissions to work in the area;
• Ensure the implementation of the projects according to the log-frame and in coordination with the activities’ coordinators and the child protection team;
• Follow up the adherence to the working plans defined and adjust accordingly;
• Ensure an harmonized and efficient usage of the projects resources and assets;
• Ensure global coordination and complementarity together with the other project managers;
• Support the Child Protection Coordinator in harmonizing the approach among all the ongoing interventions, creating common tools and encourage exchanges with the relevant staff of the projects.

Administration:
• Ensure that donor and TdH It procedures, guidelines and rules are followed;
• Supervise that project documentation archive is kept in order and updated;
• Ensure that the staff respect administrative procedures;
• Ensure the budget expenditure according to the plan;
• Ensure that the logistics supply plan is followed;
• Check monthly staff payrolls.

Reporting:
• Develop a reporting schedule according to the deadlines agreed with the donor;
• Draft donor narrative reports and coordinate with the Finance Officer regarding the financial reports;
• Set up internal deadlines for data collection according with the M&E tools
• Coordinate with the program manager and the other project managers for harmonization of reporting tools, their follow up and implementation and data collection.

HR management:
• Guide and support the staff in the area of activity by providing on-the-job training and advice and advocate for resources to be allocated to capacity building;
• Ensure a positive working environment and good team dynamics (conflict solving attitude);
• Undertake regular staff evaluation and share the appraisal with the line manager together with recommendations (change of position, dismissal etc.);
• Conduct recruitment of field staff, ensure that recruitment procedures are followed;
• Authorize leaves according to the internal rules.
