Senior Country Administration, HR & Finance Manager

Duty station: Erbil, Kurdistan Region of Iraq
Type of employment: Full-time
Duration: 12 months, possible extension
Starting date: December 1st , 2016

Background

Terre des hommes Italy (Tdh It) is one of the main child protection actors in the Kurdistan Region of Iraq. Through its work, Tdh It is benefitting vulnerable children in camps and out of camps setting.
The main purpose of the position is to carry out efficient administrative management of the projects and Tdh structure in North Iraq minimizing financial and operational risks and ensuring compliance in terms of Tdh procedures and Donors guidelines.

Key responsibilities:

Administration & Finance Management

Treasury management:

• Is in charge of Tdh Cash management (Petit cash management, cash advances, payments, regular cash counts, etc…).
• Is in charge of Tdh Bank management (Bank accounts management, checks and transfers management, payments, bank reconciliation, internal transfers, etc…).
• Prepare Tdh Treasury forecasts and prepare fund request to HQ in Milano.

Accounting:
• Is in charge of Tdh transactions codification in cash and bank books.
• Is in charge of Tdh monthly accountancy closing and closing pack transmission to HQ in Milan (Italy).
• Organize and file all accounting documents.
• Check project list of invoices, verify all supporting documents (copies), complete codification.
• Organize and file all supporting documents.

Finance:
• Ongoing project budget follow up, forecasts and analysis. In collaboration with project managers and Country Representative, verify their global forecasts and assure eligibility of expenses.
• Ongoing project financial reporting in collaboration with the Country Representative and project managers.
• Collect and verify financial information from the project managers to transmit information to the admin HQ in Milano ( Italy) .

Administration and HR:
• Verify all contracts respect Tdh and donors procedures and assure the follow up.
• Carry out any other administrative activities relevant to his/her mission.
• Adhere to and enforce Tdh administrative regulations and procedures.
• Guarantee that project donor’s procedures are respected.
• Work in close collaboration with the Partner Admin team by collecting, verifying, analyzing their data and if needed provide appropriate advices and trainings in collaboration with the administrative coordination; ensure an adequate reporting to the Country Representative/Desk Officer, as regard to the management/control of financial flows of the various projects, constantly monitoring expenses and cash flow (final balance and budget analysis).
• Manage all the issues related to the local labor policies and laws in close collaboration with CR, support and prepare documentation for audit and M&E

Essential Requirements:
• Degree in Economics, Business Studies, Accounting or Political Science, or previous experience as project administrator (minimum 3 years).
• Previous experience as administrator with the Italian UN, EU and Italian cooperation.
• Good organizational skills, attention to detail, ability to follow procedures, meet deadlines and work cooperatively.
• Fluency in English and Italian (written and spoken).
• Arabic language skills will be considered as an asset.
• Strong computer skills including Microsoft Word and Excel.
• Willingness to live in an insecure and stressful environment.
• Very strong interpersonal skills: strong communication and diplomatic skills.
• Practical and problem-solve.
• Excellent ability to establish inter-personal and negotiation with the authorities’ local.

Desirable:
• Procurement procedures knowledge.
• Emergency donors’ knowledge.
• Knowledge of accounting software.
• Personal: Proactive, autonomy, rigorous, organized, planning, clear communication.
