Field Coordinator for Italy

We are currently looking for a REACH Field Coordinator to support our new project Analysis of migration trends and profiles of children migrating to Europe.
Contract duration: 6 months
Location: Catania, Italy
Starting Date: ASAP
Supervision: The Field Coordinator will report to and be under the direct supervision of the Assessment Officer – Migrant Project based in Geneva.

Country profile

Summer 2015 marked an unprecedented spike in migration towards Europe, with thousands of asylum seekers travelling through the Balkans on a daily basis until the imposition of travel restrictions in February and March 2016. Since then, migrants and asylum seekers have continued to arrive Europe: through the Balkans by increasingly relying on smugglers and illegal routes; and through Italy by using of the dangerous Central Mediterranean sea crossing from Libya. Many migrants have also found themselves stranded in Europe after the imposition of the new travel restrictions, in fear of deportation and increasingly resorting to illegal travel.

Functions:
Reporting to the Assessment Officer in Geneva, the Field Coordinator will manage the implementation of REACH’s data collection in the field.
This will include oversight a team of four enumerators who will travel across Sicily, to collect data in migrant reception centres and potentially informal gathering places (incl. squats and other urban areas) of migrants and refugees across. Data will be collected through interviews with child migrants on the basis of predefined questionnaires. Extensive training on data collection management will be provided, however, after initial supervision and guidance, the Field Coordinator must feel confident to manage the data collection process with limited supervision.
In addition to data collection, the Field Coordinator will support the Assessment Officer in data management, cleaning and analysis. This will include database management, statistical analysis and report drafting.
Finally, the Field Coordinator will act as a country focal point for the Assessment Officer based in Geneva. As such, he/she will facilitate the partnership between REACH and the local NGO providing administration, finance and logistics support, as well as managing the relations with other key stakeholders in the country (local administration, management of the reception centres, etc.).
This role requires strong management, research and interpersonal skills as the Field Coordinator will be required to manage a team of four people, support the data management and reporting process and maintaining good working relationships with reception centre authorities and other relevant stakeholders.

Tasks

The Assessment Officer – Migrant Project shall be responsible for:

1) Liaise with stakeholders

• Facilitating relations between REACH HQ and the local partner NGO providing logistics, administration and finance support;
• Liaising with local stakeholders including the management of migration centres to organise data collection visits;
• Act as a focal point for in-country partners ensuring clear and fluid communication between them and REACH HQ.

2) Manage data collection
• Contribute to the development of monitoring tools and procedures;
• Facilitate the training of enumerators on monitoring methodologies and standard operation procedures;
• Manage the enumerators’ team during primary data collection in the field;
• Ensure timely, steady, and quality data collection processes in the field.

3) Data management and reporting
• Ensure data reliability by supporting data cleaning and triangulation;
• Contributing to data analysis;
• Support the draft of REACH outputs, including reports, factsheets, profiles etc.

Requirements

Required:

• Excellent academic qualifications, including a Master degree in relevant discipline (International Relations, Political Sciences, Social Research, Economics, Anthropology, or similar);
• Strong team management and leadership skills;
• Demonstrated quantitative and/or qualitative analytical skills;
• 1-2 years’ experience in assessments, M&E, field research, evaluations an asset;
• Fluency in both oral and written English and Italian, with experience in report writing at a graduate or professional level;
• Excellent communication and drafting skills for effective reporting in English;
• Ability to operate in a cross – cultural environment requiring flexibility;
• Advance Microsoft Word and Excel skills;
• Ability to work independently, with initiative, and strong capacity to work in intercultural teams;
• Availability to travel across Sicily and Southern Italy on a regular basis;
• Drivers license and confidence to drive alone;
