Work context

Cesvi has been working in Lebanon since 2001 in different areas: North Lebanon (Tripoli, Halba); South Lebanon (Sidon); Mount Lebanon (Chouf); Nabatîyé (Nabatîyé); Beqaa (Zahlé); Beirut (Beirut). All the Cesvi projects – funded by institutional donors and private foundations – in the livelihood sector, food security and emergency assistance have a crosscutting component in protection. From 2006 to 2010 Cesvi’s efforts in the country were devoted to improve the social needs of the populations boosting the employment of youngsters, especially women, promoting micro entrepreneurship through the creation of incubation services inside the Municipalities and encouraging local development.
Since 2013 Cesvi has been responding to the spill-over of the Syrian Crisis in Lebanon with emergency interventions in favour of vulnerable refugee families through the provision of food and non-food items. In 2014/2015 Cesvi has implemented an emergency project in Chouf Governorate which improved livelihood conditions of Syrian refugees and hosting communities in economic difficulties, through the promotion of Cash for Work activities able to increase their temporary income and to promote the social cohesion in the target zone. The activities have been elaborated in a participatory way with the Municipalities (rehabilitation and maintenance of urban and rural public areas). Currently Cesvi is working in livelihood and protection sectors in Mount Lebanon and South Lebanon adopting an holistic approach that responds to the beneficiaries different needs through CfW activities, psycho-social services and vocational trainings.

Job description:
• The main duty station will be in Beirut; several coordination visits with consortium partners may be required.
• Field work for assessment activities to be carried out in Chouf and Saida.
• S/he will report to the Head of Mission.
• S/he will be responsible for the entire “Inception phase” of the project.

In particular:
• S/he will manage liaisons with the other NGOs involved in the consortium;
• S/he will manage liaisons with donor, local concerned authorities, private sector, civil society associations and other counterparts whenever required;
• S/he will be responsible for the market assessment in Cesvi target locations (Chouf and Saida);
• S/he will be responsible for the organizational/institutional capacity assessment in Cesvi target locations (Chouf and Saida);
• S/he will be responsible for the stakeholders and services mapping in Cesvi target locations (Chouf and Saida);
• S/he will hold consultations with key stakeholders and area selection, based on capacity assessment and stakeholders mapping;
• S/he will be responsible for the update/revision of outcome and output indicators, in coordination with the other NGOs involved in the consortium;
• S/he will oversee the update/revision of the MEAL plan, in coordination with the other NGOs involved in the consortium;
• S/he will oversee the drafting of a consortium final programme document based on the assessment results of the inception phase;
• S/he will oversee administration, accounting and staffing issues related to the “Inception phase”.

Essential requirements:
• University-advanced degree in Social Sciences, political Sciences and related fields;
• Previous experience in working in consortium;
• Previous experience in carrying out project assessment;
• Proven experience in post-conflict areas where security is an issue;
• Good communication and diplomatic skills, and demonstrated experience in networking and building effective partnerships;
• Capacity to work independently, strong strategic and creative thinking;
• Ability to make effective decisions under time pressure;
• Fluency in English.

Desirable requirements:
• Previous experience in Livelihood, Vocational Training, Cash for Work interventions and working experience(s) in the Middle East;
• Experience/knowledge of the Donor (Dutch Minister for Foreign Trade and Development Cooperation).
